Is it possible to change IVs by cheating? I don't want to know how, just if it is possible.

Keep it. Can you get to the battle resort yet? You can confirm the speed IV there.
Edit: Whoops, I read speed instead of defense for some reason. But yeah, you can confirm the defense IV at the battle resort if you have access to it.

It's alert to sounds, I mistyped. Unfortunately I still cannot go to the resort, so I don't know if the fourth max is either 29/30 or 31. Gonna hope for the best. I also got low attack (like 7-8) so I cannot ask for a lot more.

Looking for a 5-6IV Relaxed Unaware Wooper (greater priority) and 5IV Jolly Weedle. I have breedables for trade (many in Luxury Balls).
Pretty sure the only fastest way, is to use the Eon Flute from Dewford, and just fly from there. It's not that big of a deal, it only takes like 2 seconds.
damn that sucks and the animation alone is more then 5 then you have to fly to it it takes 3 times the time at least it takes to reset the regis for example
