Singing in the Rain

I've been trying to make a good rain team but so far I keep getting g screwed over by the same pokemon over and over again. Toxicroak and Ludicolo really hurt my teams but here is my newest:

As usual I lead off with Politoed, and I chose the defensive set for the purpose of staying alive and stalling out opponents. The problem here is Politoed gets completely shut down by toxicroak, forcing me to switch out.

This thing is a complete tank that can't be killed. I realize many people don't use Lapras in the OU, but I think I can pull it off with this set. However, I was wondering if a special attack oriented set would be better this way I could take advantage of hydropump and thunder in the rain, along with ice beam and rest.

My third and final water pokemon. Azumarill's Aqua Jet is ridiculously powerful and has a +1 priority when huge power, stab, and rain bonus are applied. Superpower is a check for Ferrorthorn and Ice Punch can hit dragons.

Raikou is in charge of taking down other water types that could potentially wall me. Thunder has perfect accuracy in the rain, Calm Mind can let me setup given the opportunity, and I have hidden power grass for gastrodon and jellicent. I have Volt Sworch there instead of Aura Sohere because pokemon Showdown told me something about it being illegal to have aura sphere and one of the other moves on the same set.

Tornadus's job is to spam hurricane and abuse its perfect accuracy in the rain. Heat Wave is exclusively for ferrothorn and scizor, focus blast is for tyranitar and anything that resists hurricane, and u-turn is for a quick exit. I don't plan on using u-turn too often so I chose a timid nature, not a naive one.

Dragonite is designed to function well in the rain. He has two powerful stabs, due to multiscale dragonite has an almost guaranteed setup of dragon dance and roost is useful to bring multiscale back. However, I was wondering if Salamence or Latios would be better here. Salamence with choice scarf set, or Salamence with dragon dance set and standard Latios set.
