Mimikyu is the strongest answer to Pheromosa that Hyper Offense has to offer. It can revenge with ease due to Disguise, but above that, it 4x resists Bug, is immune to Focus Blast/Hyper Beam, and has the special bulk to even take +1 Ice Beams with ease if its Disguise was broken beforehand. This gives Mimikyu free opportunity to set up a Swords Dance and cleanly OHKO Phero with +2 LO Sneak.

Shedinja is a hard counter. Thanks to Wonder Guard it is immune to all Pheromosa's attacks. Only really usable on stall teams though.

Cofagrigus switches in safely on all variants of Pheromosa as well except Specs Phero. Sitrus Berry allows Cofagrigus to live 2 +1 Ice Beams which allows Cofagrigus to act as a safer counter to Pheromosa, while Ghostnium-Z Never Ending Nightmare is a OHKO against +1 Pheromosa so both items turn Cofagrigus from a soft counter to a completely hard counter to QD Pheromosa. (You could also run hp flying if you want to OHKO with lefties since shadow ball is great coverage already but it hurts Cofagrigus's effectiveness vs. more bulky teams a fair bit since its sub-par coverage in any other situation.)

Toxapex can tank any hit besides Z hyper beam relatively well, haze out boosts and toxic or toxic spikes in free turns. The special defense investment allows you to take a +1 Pheromosa Breaknetz Blitz after stealth rocks. This allows you to haze, toxic, tspikes, or recover in the free turn. Recovering forces another hyper beam, making it easy to revenge kill, considering its pheromosa. Tspikes can help vs stuff like zygarde, if you do not think it's z hyper beam. Even though it's not slashed, toxapex has to be wary of hp electric. Check.

While its Dragon/Ground typing makes it extremely vulnerable to Ice Beam, Zygarde is capable of easily revenge killing Pheromosa after a bit of prior damage thanks to Extreme Speed, a very strong priority move when backed up by a Choice Band. It has to be wary of opposing Psychic terrain preventing priority moves from hitting Pheromosa tho, but all in all it's a great check

Mantine is a Check to QD Pheromosa as it resists both of Phero's STABs and takes very little from Ice Beam due to it's good special bulk. Mantine can Roost up to keep itself healthy for Pheromosa's onslaughts, and wear Phero down with Toxic or Scald, or straight-up OHKO even +1 Phero with Air Slash if you decide to use that. However, it is only a check because Normalium Z variants heavily chunk Mantine at +1, having a small chance to OHKO after Stealth Rock, which Mantine is very suspectible to as it is usually used as a Defogger and is weak to Rocks. Even All-Out Pummeling variants can put the hurt on Mantine as AoP 2HKOs Mantine at +1 after SR, meaning you only need to chip it down a bit before being able to KO it. However, Mantine's good bulk and access to reliable recovery still make it a decent-ish answer to this absolute monster.

Even though M-Pinsir resists both of Pheromosa's STAB moves, it's not advised to hard-switch into Pheromosa (especially after SR) due to the latter's brute strength and coverage options (even though it's quite scarce). However, since Pheromosa lacks priority moves, once M-Pinsir faces it on the field, it will always outspeed and OHKO Pheromosa with an Aerilate-boosted Quick Attack. Again, like against every other mon, it'd be better if SR were setup first, since if Pheromosa sports a Focus Sash, M-Pinsir could be greatly damaged in the process of taking it out.

Even after a Quiver Dance, Ash Greninja has around a one-in-three chance to KO Pheromosa with as little as one switch in to Stealth Rock for prior damage (SR+1 Spike or 2 SR switch-ins guarantees the KO). If Pheromosa hasn't set up yet, it doesn't even need the prior damage to net this KO. That said, it needs to activate Battle Bond to really stand any chance of revenge killing it semi-consistently, and it can't switch in directly either--limiting it to revenge killing.

Tapu Fini can nearly always switch into a Pheromosa, take two +0 hits or one +1 hit, and then kill with Moonblast. Moonblast is a guaranteed KO when Pheromosa is at +0 and a guaranteed KO after SR when Pheromosa is at +1.

Assuming All-out Pummeling Pheromosa, Fini can switch into a Quiver Dance and then easily take the All-out Pummeling and kill with Moonblast. It can also take a Focus Blast + an All-out Pummeling at +0.

Assuming Pheromosa has an unbroken Focus Sash, a healthy Fini is capable of taking two +1 Focus Blasts and killing with Moonblast.

Assuming Breakneck Blitz, however, trouble arises, as a +1 Breakneck Blitz can do up to 90% to Tapu Fini, therefore killing it after Stealth Rock. A 100% healthy Tapu Fini without hazards on its side can always take on Normalium Z. However, the odds of Tapu Fini having taken 0 previous damage and 0 damage from hazards (it's a defogger), is low, so I classified it as a check to QD Pheromosa.

Jellicent hardwalls pretty much all pheromosa variants. The QD set can't even hurt it. mixed sets can't touch it either. Jellicent can then 2HKO back with scald. Shadow ball vs Hex is entirely dependent on whether you want to run taunt or will O. I like taunt for additional use against fatter teams.

Mantine can actually take any move from +1 Pheromosa, (need to be careful with Hyper Beam if Rocks are up though) and OHKO it with Air Slash, the only way to Pheromosa to actually beat Mantine (without critical hits) is by using Breakneck Blitz to OHKO it at +1 with Rocks, there is 18.8% chance of happening, even Sash Pheromosa can't beat Mantine counting with a 2HKO from Air Slash, since with Rocks up it can only 3HKO, so Mantine can easily switch in and beat Pheromosa on 1v1. Note that with Air Slash you won't have Toxic, but is required to beat Pheromosa.

Yes, it's lower-tier, but it's the only thing I know that can actually switch in on basically any Phero. My normal build runs more ATK, but these EVs will let you switch in on an HP Fire(/Ghost/Ground) with rocks up, live a second one, and then kill with Iron Head+Shadow Sneak. Doesn't do much else against the monsters in OU, but another priority user is always good, right?

More EVs can be moved into SpDef to make your margins of survival better (it allows you to miss out on the +1 Focus Blast 2HKO from sash sets almost all of the time) but you lose out a bit on offensive power. Fleur Cannon can also be traded for Dazzling Gleam if you were extremely worried about the 90% accuracy biting you in the ass, which still OHKOes at the +1 SpDef.

Standard CM Clefable can come in on virtually any pheromosa set and come out on top thanks to its good typing and magic guard. At +0 no move on this Mosa can 2hko nor can the combination of all out pummelling + Focus blast deliver a kill and even at +1 Clef will survive any move intact and OHKO with moonblast after Stealth rock. It should also be noted bold varients can do virtually the same thing but with the added benefit of handling Physical Mosa better to but this is about the special set so. unfortunatly things get a little tricky with Normalium Z Hyper beam which at +1 has a 60% to Kill everyones favourite fairy

Basically the closest it gets is +1 all out pummelling but Phero will rarely get a chance to get a +1 move against clefable twice. The only way it wins is with this

(368, 373, 377, 381, 386, 390, 394, 399, 403, 407, 412, 416, 420, 425, 429, 434)

This is the only thing that'll kill Clef assuming it hasn't calm minded or isn't one of the rarer higher SPDEF varients.

Aside from Normalium tho (Which renders clef a check) CM clef is as close to a reliable answer as you can get not only switching into most moves but being 1 of the few mons who can actually exploit phero as a set up oppurtunity

Yes, it's lower-tier, but it's the only thing I know that can actually switch in on basically any Phero. My normal build runs more ATK, but these EVs will let you switch in on an HP Fire(/Ghost/Ground) with rocks up, live a second one, and then kill with Iron Head+Shadow Sneak. Doesn't do much else against the monsters in OU, but another priority user is always good, right?
I don't wanna be the person who says this but what does Doublade do in OU? It would be better if there is some replay or explanation on what it even does.
