Everyone can join 5 of the 6 tournaments
You get points depending of how far you go in an open, the three first rounds are worth 1 point each while the following are worth 2. At the end of the 6 opens, the top 8 players by points will battle each other in Best of 5 (the best seed picking the tiers)

If it is banned by the start of Round 1, it will be banned for Round 1 following the precedent of Zoroark and Yanmega for the RU Open
top 16 in grand slam is not even an accomplishment; there are fewer tours and opportunities to acquire points. it is the easiest thing in the world to get top 16--you don't even have to be good (just look at kokoloko for the last two slams).
