[Overview]
<p>Without further ado, I present you the only Bug- and Water- type pokemon, Surskit. With amazing speed and even faster when in rain this itsy-bitsy spider can outspeed almost anything. Surskit's decent Special Attack can make it a special sweeper and a great baton passer. However, Surskit can only be its best when its raining making it weak and vulnerable without rain but it can still accomplish its role with or without rain. So when you encounter this tiny spider think twice about squashing it before it squashes you.</p>

[Set Comments]
<p>Possessing astounding Speed, Surskit only has to improve its Special Attack that makes it an outstanding special sweeper. Hydro Pump is a great STAB move that can puncture through almost anything. Signal Beam is another STAB move that gives off a vibrant glow having a chance to confuse the enemy. Hidden Power Fire and Hidden Power Fighting both counter Steel-types that might try to wall Surskit. Last but not least, Giga Drain hits hard on any Water-types who laugh at Surskit's unique typing.</p>

[Additional Comments]
<p>The EV spread maximizes Surskit's Special Attack and Speed while also adding some buff to its Def and Special Defense. The IV spread gives Surskit Hidden Power Fire and decreasing the Life Orb recoil allowing it to stay in battle longer. Speaking of Life Orb, Surskit's moves increases in power significantly ensuring a kill for Surskit. Gligar and Mienfoo are great partners for Surskit since they are able to summon rain and offer support with Knock Off to obtain the best results for Surskit.</p>

[Set Comments]
-Baton Pass is the main move that will pass on all stat changes to any party pokemon
-Agility will be the move that increases speed and will be passed on to another party pokemon with Baton Pass
-Substitute can also be passed on with Baton Pass and moves such as Toxic won't affect it
-Hydro Pump is there so Surskit won't be restricted by Taunt

[Additional Comments]
-EV spread adds some Hp and buff to Def and SpDef to keep Surskit alive
-Calm nautre increases Surskit's SpDef
-Oran Berry keeps Surskit healthy and can add up to more Substitutes while Eviolite keeps Surskit lasting longer
-Again, Surskit should be in a Rain Dance team to utilize its ability

[Other Options]
-Replace Hyrdo Pump with Aqua Jet / Quick Attack for priority
-Replace Giga Drain with Ice Beam to defeat Gligar
-The move Haze is good but not recommended for the Baton Pass set
-Surskit can set up Rain Dance by itself but it could be killed after
-Hydro Pump can also be replaced over Scald for a chance of Burn status
-With its unique typing and decent Special Defense, Surskit can run a bulky eviolite set
-Replace Hidden Power Fire with Hidden Power Electric to stop Mantyke but Ferroseed is more common that Mantyke

[Checks and Counters]
-Gligar can outrun Surskit and easily kill it with Aerial Ace
-Stealth Rock isn't good for Surskit
-Anything that's faster than Surskit outside of rain is a threat such as Misdreavus
-Surskit does not like priority moves like Sucker Punch and it can be easily revenged
-Mantyke can wall Surskit's attacks and attack it back with Hidden Power Flying
-ScarfSnover can change the weather and revenge kill after

[Dream World]
-Surskit's dream ability is Rain Dish which only heals 1/16 of health every turn when its raining. Also Surskit comes in level 10 with this ability so it is illegal
 
Mention Gligar, Mantyke, and mienfoo as good partners, as they can all provide rain support and, in the case of Mienfoo and Gligar, Knock Off support as well.

On the BP set, Eviolite>Oran Berry, and use Hydro Pump over Pysch Up, as Psych Up sucks, as does Bug Bite.

In the checks and counters section, you can be more general. Surskit doesn't have the power to break through especially defensive pokemon.

Signal Beam is better than Mud Shot in every situation, and Psybeam is an option over Ice Beam for the 4x effective hit on Croagunk
 
Made some of the changes. I made Psybeam as an option over Mud Shot because both moves can be super effective against Croagunk. I still kept Oran Berry and Eviolite in the BP set since both are viable. Thanks for the suggestions anyways! =)

Mud Shot sucks, a STAB Surf does more in neutral weather unless the opponent is 4x weak to it or resists Water and is neutral to Electric.
 
What is Scald doing? You're not trying to burn things, you're trying to KILL them.

Your format is wrong. There is only one Other Options section, at the bottom, above Checks and Counters.

Supermarth, Chinchou? Really though, Mud Shot sucks, and so does Psybeam, since Croagunk barely ever shows its face because it's outclassed by Meditite.

Actually, Dratini doesn't either. Or Mantyke. Ice Beam is actually a pretty meh option, since Signal Beam hits Grass-types harder.

Buuut, you have GIGA DRAIN for water-types!

so the first set should be something like

Hydro Pump
Signal Beam
HP Fire
Signal Beam/Giga Drain

Surskit gets Haze.

And Rain Dance.

But it's a bit too frail for either of them.

Quick Attack lets you avoid Croagunk's Sucker Punch.

In counters, Surskit also hates priority, like Croagunk. And sucker punchers like Houndour and Pawniard can revenge it too.

-Anything that's faster than Surskit is a threat
Examples? Mention that outside Rain, it's far easier to outspeed.

Updated. Btw Darkamber in your suggested set you put Signal Beam twice so I just made move 4: Giga Drain if thats ok.
 
-Scald is a STAB move that also has a chance of burning your opponent while Hydro Pump gives more power but in exchange the accuracy is slightly lower
remove that, scald isn't on the set. Put Scald in OO.

Mention a bulky eviolite set? Surskit actually has decent special defense, although its HP sucks and defense is even worse, but its unique typing and Scald somewhat mitigate that.

Mention the benefit of Oran Berry on the second set is that you can set up more Substitutes.

-Surskit doesn't have enough power to break through defensinve pokemon like Munchlax
Rain boosted modest LO Hydro Pump actually has a decent chance of 2HKOing 236 spd Adamant Eviolite Munchlax, 43.3% - 53.3%.

ScarfSnover changes the weather and can revenge weakened ones with Giga Drain.

Mention Mantyke in counters, it kills Surskit while walling all of its attacks, but only with HP Flying. Or the rare Hp Electric. Mention an HP Electric of your own to kill it in OO, but Ferroseed is a hell of a lot more common.

Slash Timid on the first set, as you can't always be in rain, and Surskit is decently fast without it.

-Gligar can outrun Surskit and easily kill it with Aerial Ace
-Stealth Rock isn't good for Surskit
-Anything that's faster than Surskit outside of rain is a threat such as Gligar or Misdreavus

If you're aiming to use Surskit in rain slash Hidden Power Fighting with Hidden Power Fire. Hits for the same damage on Ferroseed in rain and does more against everything else that matters. Outside of rain I'd say Fire is superior though.

I wish this thing was stronger, Bug/Water is cool...
