For those of us who remember deep in the jungles of the outdated Other Metagames subforum there once existed a game called Tier10. The premise was simple enough: only Pokemon at level 10 were usable. They also could only use the moves they knew via level up, breeding, or special events--but no TMs, HMs, or moves learned via tutors!

Well the game had a short run. Then, the last player was sucked into a portal that transported him to the jungle for a long, long time ... (creepy Zubat scene where the girl runs out of the mansion screaming)

15 levels later, the game comes back at level 25! The same rules apply as before:
  • Pokemon must all be level 25.
  • All pokemon must be available at level 25 (this includes evolving before or at level 25, or evolving by stone, trade, or other event, as long as it can be done by level 25).
  • All pokemon can only use moves available at level 25 (egg moves are allowed, event moves are allowed, move re-learner is allowed, but move tutor moves and TM/HMs are not).
  • Pokemon normally classified as Ubers are banned.
  • Dragon Rage is unbanned for now.

Plenty of Stage 2 Pokemon are not usable, however, including things like Rhydon, Dragonair, or Pupitar because they evolve after 25. But notice what's really missing: all the Stage 3 starters and many legendary and semi-legendary Pokemon. This is not a rehash of OU. Other things besides Pokemon that are missing include valuable moves like Protect, Substitute, status (WoW, Twave, and Toxic), some setup (Swords Dance namely), Knock Off, and even attacks like Earthquake and the elemental beams.

EVs act differently at this level, so make sure when you're creating sets you're not wasting unnecessary EV points in a stat that is already maxed out! This is more true in LC and the original Tier10, but still applies here. (I hope to have some formula for this soon.)

Also, keep move illegalities in mind when teambuilding. Riolu doesn't learn Nasty Plot until level 47. Arcanine doesn't learn Extreme Speed until level 34. (This is under consideration to have moves learned past 25 transfer via breeding like they do in-game.)

It's no cannonball, but Charmeleon can do some work once it gets going. The beauty in this set is when it meets a physical wall or resist, Dragon Rage is there to take a nice big 40 HP chunk out of the target. To put that in perspective, it's a 2HKO on most things that don't invest in HP, but Flare Blitz will probably get the most spam. Leftovers are there to lessen the impact of Flare Blitz.

Now we're talking wrecking balls. Adamant Diggersby hits 122 Attack, which doesn't sound like much, but in Tier25 it's very, very high. The choice between Swords Dance and Agility boils down to the old power vs speed debate. Quick Attack and Bulldoze are needed STABs, and Diggersby is grateful to be in that rare category of dual-typed Pokemon that can attack with both, while the last move can go to a stronger Normal STAB or Fighting coverage.

Ability: Serene Grace
Level: 25
EVs: 12 Def / 244 SpA / 244 Spe
Timid Nature
- Nasty Plot
- Air Slash
- Aura Sphere
- Extrasensory / Yawn / Morning Sun / Fairy Wind
Togekiss is one of the few Pokemon with a good setup move and strong attacks to back it up. It might not have a reliable Fairy attack outside Fairy Wind, but Serene Grace Air Slash more than makes up for it. Fighting and Psychic give good coverage alongside Flying, or you can use Yawn to buy a turn of setup, or recover with Morning Sun. It has enough options to make it pretty scary.

Mawile @ Mawilite
Ability: Intimidate
Level: 25
EVs: 244 HP / 252 Atk / 12 Def
Adamant Nature
- Swords Dance
- Sucker Punch
- Play Rough
- Iron Head
As Unfixable noticed, Mawile learns all the moves it needs without the aid of TMs or tutors. Swords Dance is a Gen 4 egg move, so there might be some illegality I'm missing, but even without it there's the elemental fangs to swap in. With some of its usual counters missing or hampered, like Heatran and Skarmory respectively, different Fire and Steel-types will have to fill the void.

Hmmm, this is a really interesting idea. There are some normally scary Pokemon allowed in the tier that are severely crippled by the level restraints like Gyarados, Gengar, and the event Pokemon. Also are mega stones allowed, because Mega Lucario is possible. Sorry if I missed something in the topic about them.

I have never used Mega Lucario so if something is off, ignore it. Anyway, apparently Lucario has not changed one bit in this meta. This still works for normal Lucario as well. Mega Lucario would absolutely destroy this meta just as it has previously destroyed OU. Its attack is monstrous can be boosted sky high with Swords Dance. Close Combat is and extremely powerful stab, Cruch hits ghosts that would otherwise wall it and Extremespeed gives this already overpowered Pokemon insane priority. Yes, Lucario does actually learn these moves prior to level 25.

NP Riolu and Take Down+Fire Fang Flareon are actually legal. You can breed level-up moves, and the Move Relearner can teach Flareon Fire Fang.

Are you sure about that? I've looked online (might check in-game) and every site on the first page of a Google search says that they do pass on level-up moves, but only if both parents know it. Even if you can't, it can be transferred from an earlier gen.

Now speaking seriously, Starters ( Greninja, Venusaur, Charizard ) aren't available, Excadrill is not usable ( GO MATAFAKING ASSAULT VEST DONPHAN!!!!! ), and many Mega Stone Users aren't, with notable exceptions in Mawile / Scizor

FUN FACTS

- All the Eeveelutions are usable
- Gengar ( and Seismitoad and Golem ) stay in veery slightly
- Gyarados is in!
- Azumarill is the earliest full evolution by pure level sans bugs
- Skarmory and Chansey are both in
- Meloetta is in, but many legends are out

Nope! evolve at level 23 and use a heart scale.

how come I have literally 2 boxes full of level 1 weedle which know bug bite in X, then?

Well as it stands, mega stones banned from OU are banned here, which is what I meant by "Ubers are banned." Regular Lucario is usable though, and it isn't too bad.

For the spirit of the game, I only wanted Pokemon to learn moves up to level 25. I'll think about widening the scope, though.

Flareon with the moves is legal tho, simply use an hearth scale after evolution :o

Electrode should be legal-There's a trade in FRLG that allows you to get an Electrode with a level as low as 3.

Pokémon Dream Radar, like the Pokémon Dream World, has got numerous Pokémon which you can send to your Black 2 & White 2 games. These Pokémon all have their Hidden Abilities and can be sent to the game immediately. Their levels received are dependant solely upon the amount of badges you have, going from Level 5 when you start out, all the way up to Level 40. The Pokémon you get increase over time, giving access to more and more Pokémon. The Pokémon that appear on gameplay are based upon the colour of Dream Orb in the bottom right of the screen. This is determined by the colour you last picked the most up of during the last session. The Legendary Pokémon can only be sent once from any Dream Radar game, and received once from any Black 2 & White 2 game.
 
I just going to say no regarding Dream Radar. Let's stick to the actual games themselves, not any add-ons.
 
Huh, well I did have all badges when I caught them, as did the videotaper. Well, honestly, they wouldn't be //insane//, Thundurus maybe because it gets Nasty Plot and Superpower at level one, with strong moves in Thunder Shock and Uproar. Tornadus gets Hurricane, which isn't good, while Landorus is worst off with Hammer Arm, Outrage, and Bulldoze, also no moves to abuse Sheer Force with.
 
seismitoad is actually catchable in bw1 in icirrus with levels as low as 15

also it's retarded because lv15 seismitoad is legal and lv15 palpitoad isn't. true story!
Anymore of these little tricksy ways to catch Pokemone?? Good lord pretty soon everything will be usable again! If someone can ferret out the rest, I will add them to the OP.

For the record, SD mawile works better with fire fang over iron head which has like no coverage. Just wanted to point that out. Teambuilding may be difficult, but this could be fun. I hope the teambuilding doesn't shy away people, though.
