Fire/Electric is a decent combo, hitting every type at least neutral except for Dragon. That's why Dragon Claw is there, for coverage. The idea is, get a Swords Dance under your belt, then proceed to sweep (hopefully). Those EVs and nature are to outspeed max Speed Jolly Garchomp, who will otherwise screw you up with Earthquake. Beware of Scarfchomp.

An effective 523 attack running off 361 Speed? What's not to like, especially with two effective 180 BP moves? If the recoil on one or both of the moves is too much for you, you can always substitute one of the Punches for those moves. Dragon Claw is again for coverage, as it does a number on your Dragon enemies. The last move is a matter of preference. The former two moves allow nice coverage, while Pursuit lets you totally screw Starmie over.
