So as far as free agents. If you pick up a free agent, that Pokemon cannot be used in battle for the same week. If you pick up a Pokemon after your battle but before the week is over, it is available for next week.

What exactly are the rules regarding Free Agency?
You can drop any Pokemon for one from the same tier. Megas must be changed for Megas. Any Pokemon picked up after Sunday is not eligible to battle that week.
And you can only make one move per week.
first let me just say that rules gives so little restriction, and the restrictions it does give have major loopholes like switching after battle but before week ends.
Secondly, 1 per week is A LOT. especially coming without restrictions.
And also, no switching in week 1. Thats a common and necessery rule that keeps balance.

What we can do for free agency in the league while still maintaining balance is either:
1. You can switch once per week before your battle. However, the mon you get cannot be used until next week meaning that for said week's battle you basically have 11 mons in your arsenal. This way it keeps your original idea only giving it balance by taking out the massive loop hole that lets you switch out freely as long as you didnt battle after deadline.
2. You can switch once per league using your original rules
