Unfortunately, I honestly think that this set is just a mediocre Blissey. It's a special wall that gets rocked by Gengar Focus Blast (meaning that if Gengar subs Umbreon is now dead), it can be spiked on by Skarmory that runs any kind of Speed EVs (which is getting more common), and it just doesn't really function effectively. It can't take Blissey levels of punishment, it can't toss around Status such as Thunder Wave, and when push comes to shove it's setup fodder for a remarkable number of foes, even moreso than Blissey.

The only place where Umbreon will ever be able to function as a special wall is UU, where the special attackers don't have the muscle to power through Umbreon, and there aren't threats such as Salamence, Gyarados, Lucario, Tyranitar, etc. that just don't give a damn about Payback and will set up on Umbreon's weak ass all day long for free.

In conclusion, this set gets a no from me.

We discussed this on IRC a moment ago, and I agree with everything SDS outlined here. So I disapprove this set as well.
