Counter (NDA) said:
Fixed Damage Formula: Physical Damage Taken * 1.5

In layman's terms, I win. In regular terms that do not make me sound like a jackass, Counter + Counter should deal (12.5*1.5)*2 = 37.5 HP damage, just enough to knock out Riolu.
 
im pretty sure everyone has been reffing that counter/mirror coat/metal burst combos are squared as in damage*1.5^2 (or 1.25^2 for metal burst)

EDIT:
  • If the move deals damage equal to the amount of damage sustained multiplied by a certain number (such as Counter), the multiplier is squared in the combo.
