Huh. I somehow completely overlooked all three (?!) Ampharos despite my Vikavolt overlapping with two of the completely incidentally. That's somewhat funny:

WINNERS
Name: Rebuild
Power: --
Accuracy: --
PP: 10
Category: Status
Type: Steel
Effect: Restores HP equal to the user's level x 1.25.
Priority: 0
Flags: Snatch, Heal
Potential Pokémon With This Move: :bronzong: :magnezone: :forretress: :tinkaton: :iron-treads: :probopass:
Justification: A healing move for Steels in the thematic vein of last gen's Reconstruct, except not as useless. Higher PP than other healing moves, but a flat 125 HP heal instead of 50%. For most of these Pokémon, 125 HP is a little more than a third, but that varies based on how much they invest; similarly to Pain Split, this move gets better the less HP you have total. Might give Treads and Tinkaton an actual niche? And now Magnezone has the healing it wants.
Name: Wash Away
Power: 80
Accuracy: 100%
Category:

Type:

Effect: Removes hazards from both sides and clears terrain, then forces out the opponent.
Priority: -6
Flags: Mirror, Protect
Potential Pokemon with this Move: :alomomola::bellibolt::clawitzer::cramorant::dondozo::empoleon::gastrodon::greninja::gyarados::lumineon::manaphy::milotic::pelipper::politoed::rotom-wash::tatsugiri::toxapex::vaporeon:
Justification: fuck hazard stack
Name: Echo Chamber
Power: 90BP
Accuracy: 100%
PP: 10PP
Category:

Type:

Effect: Power is 1.5x if a sound move was used last turn.
Priority: 0
Flags (ex: Contact, Sound): Sound
Potential Pokémon With This Move: :kommo-o: :noivern: :toxtricity: :rillaboom: :bronzong: :wigglytuff::chimecho:
Justification: We're making sound spam real with this one babyyyyy. Pivot your Echo Chamber guy in with a Round mon and click the funny button.
Name: Kee Berry / Maranga Berry
Effect: Raises holder's Def (KB) / Sp. Def (MB) by 1 stage before it is hit by a physical attack (KB) / special attack (MB). Single use.
Can Be Knocked Off (Yes or No): Yes
Ignored by Klutz (Yes or No): Yes
Fling Power & Effect: 10 BP
Justification: Buff to these very niche items that essentially turns that into a weaker universal version of resist berries that enables set up sweepers. Can see the likes of Espathra and Cresselia using these.
Name: Binding Band
Effect: Increases power and accuracy of moves by 1.5x against a trapped target
Can Be Knocked Off (Yes or No): Yes
Ignored by Klutz (Yes or No): Yes
Fling Power & Effect: 60
Justification: This allows for some good synergy with things like sand spit, magma storm, and allows a jaw lock user to get significant more damage against them.... The main users of this move will be jaw lock users, heatran, and sand spit users who I believe will use it to remove a target more effectively
Name: Slingshot
Effect: If the user is hit by a self-pivoting move (Volt Switch, Flip Turn, U-Turn, Round, Rollout, etc), the attacker takes damage equal to 1/8 of their max HP and is forced out into a random ally.
Can Be Knocked Off Yes
Ignored by Klutz Yes
Fling Power & Effect: 60
Justification: Pivot counterplay since folks don’t know how to click Stealth Rock. I liked Mintly’s take on it but I felt their effect was too weak, so I made my own version.
Name: Exoskeleton
Effect: If Bug: -Bug weaknesses. Else: +Bug resistances.
Permanent: No
Mold Breaker: Yes
Potential Pokémon With This Ability: :volcarona::slither-wing::iron-moth::scizor::gliscor::vespiquen::crabominable::klawf::crawdaunt::lurantis: (realistically any Pokemon with Bug-type, in Bug Egg Group or based on Insects, Spiders, Crabs and so on)
Justification: This is more of a fun idea, not really serious. Bug has unique resistances with Ground, Fighting and Grass and while admittingly, the sugguested Pokemon do not benefit much from it or have better abilities, the Pokemon with this ability can still benefit from this ability. Klawf for example loosing 3 of its 5 weaknesses and Iron Moth takes neutral damage from EQ under Grassy Terrain, although Photon Drive is better for it in that terrain. Bug-types however gain a needed buff. Loosing Flying, Fire and Rock as weaknesses is really nice. Volcarona gains a regular weakness to Stealth Rock and gains Fire as a resistance. Scizor resists Flying and Rock and gains a regular Fire weakness.
Name: Blunt Force
Effect: This Pokémon's physical moves are powered up by 50% and cannot be supereffective.
Permanent: N
Mold Breaker | Counteract: N | Y
Potential Pokémon With This Ability: :copperajah: :tauros: :tinkaton: :dondozo::iron-thorns: :golem::regidrago:
Justification: "Not another useless Tinkaton buff - " You fool! This is NOT a Tinkaton buff, it's a Kanto Tauros buff! For physical attackers whose STAB types are kind of bad and don't hit much supereffectively. 50% is a huge damage amp, but it's also mathematically worse against targets that would be hit SE, so this is more for the wallbreaker crowd.
Name: Water Veil
Effect: On switch-in, the effects of Aqua Ring begin for the user. The user cannot be inflicted with burn.
Permanent (Yes or No): No
Mold Breaker (Yes or No): No
Potential Pokémon With This Ability: Current users + :milotic: :poliwrath: :whiscash: :bellibolt:
Justification: An ability intended to help bulk up Waters by giving them free passive recovery without immediately consuming their item slot (although you can still run Leftovers with it).
Name: Shield Dust
Effect: Original effects + this Pokemon takes 0.67x damage from moves with secondary effects.
Permanent (Yes or No): No
Mold Breaker (Yes or No): Yes
Potential Pokémon With This Ability: Original Distribution + :sandaconda::slither-wing::volcarona::forretress:
Justification: I think folks have subbed this before but this is for the folks who hate Salt Cure + lots of moves have secondary effects so this is essentially a flat bulk boost, particularly on the special side. Put this on a Fighting resist to troll Jugulis+Thundy epic style.
:ss/Landorus: :ss/Landorus-Therian:
Name: Landorus | Landorus-Therian
Type:

Abilities: Sand Force / HA: Cloud Nine | Intimidate
New Moves: Spikes, Defog, Meteor Beam, Acrobatics, Skull Bash
Justification: Yeah Its time. Landorus-Therian is BACK. No Knock Off and no Toxic sucks but access to Spikes and Defog will be a major boon to its success and resurgence in Vaporemons. Acrobatics will serve as a neat little side hustle for SD Lando strats if yall are hungry. And finally I gave base Lando a bone after its big nerf with Meteor Beam and Skull Bash + Acrobatics under Sand ig.
:sm/milotic:
Name: Milotic
Type:
Water
Fairy

Abilities: Marvel Scale / Competitive / Sheer Heart
New Moves: Moonblast, Healing Stones, Psychic
Removed Moves: None
Justification: i think sheer heart milotic is cool but it doesnt have many tools to abuse it, so this sub aims to fix that
:swsh/vaporeon::swsh/jolteon::swsh/flareon::swsh/espeon::swsh/umbreon::swsh/leafeon::swsh/glaceon::swsh/sylveon:
Name: Eeveelutions
Type: same as base
Abilities:
:vaporeon: Water Absorb / Mud Wash
:jolteon: Volt Absorb / Battle Spines
:flareon: Smelt / Fur Coat
:espeon: Synchronize / Magic Bounce
:umbreon: Synchronize / Counteract
:leafeon: Chlorophyll / Sharpness
:glaceon: Snow Cloak / Muscle Memory
:sylveon: Cute Charm / Pixilate
New Moves:
All: Round
:vaporeon: none lol this guy is good as-is
:jolteon: Dazzling Gleam, Overheat
:flareon: Close Combat, Morning Sun, Raging Fury, Swords Dance
:espeon: Lumina Crash
:umbreon: Dire Claw, Knock Off
:leafeon: Night Slash, Psycho Cut
:glaceon: Dazzling Gleam, Earth Power
Removed Moves: N/A
Justification: Ok I know Vap got Flip Turn so this sub isn't AS relevant but like, Round Sylveon is still heat. Also buffed some of the other guys because I could.

With that, we can begin a 24 hour discussion phase as council discusses the distribution of the winning moves and abilities. You can talk about the metagame impacts you think all the winners will have, give distribution suggestions (though remember that this isn't a distribution phase like the Sylve and JolteMons of old). After that, we'll start slate 8.

That's all for now, see you tomorrow!

Rebuild: Vapemons voter try not to vote for healing challenge (failed). I don't really like this move. Feels like a cheap way of buffing mons that could've otherwise been given more unique tools than just 'haha what if Steels got healing'.
Wash Away: Fuck hazard stack. Gholdengo is one of the worst-designed mons in the history of Pokemon, so a move that screws it over in its removal denial niche is very welcome. The bulky Waters that'll get this move also happen to screw over pretty much every standard hazard setter besides like, Meowscarada, so that's pretty cool.
Echo Chamber: Likely pretty niche but it's at least good coverage on some mons. Probably better than Flash Cannon too on any Steels that get it???

Kee/Maranga Berry: Yoshi buffed Sneasler lol. Seems pretty good on Unburden mons obviously, but could be cool on other sweepers. Generally just a nice niche item with a clearly defined and unique role.
Binding Bind: This is very funny on Heatran (UU mon) and Sand Spit mons (definitely not broken). Looking forward to fucking around with this one.
Slingshot: Lol I honestly don't like this that much. It does its job though and is sure to lead to some violent outbursts in the future, so overall still a net win.

Exoskeleton: Iron Moth when the 4x Fighting/Grass resists and only 2x Ground weakness (these are relevant)!!!!!! Fr though I really don't know what's running this in OU lol, especially considering how similar the flavor is to Shield Dust, which also won this slate.
Blunt Force: Cool abil. VERY strong tho, so council's gonna have to be careful with distrib for this one. Can we all agree to replace Sheer Force on Tink with this please?
Water Veil: Meh. Something something vapemons something something healing (failed).
Shield Dust: I like this one :)
Lots of relevant mons hate this abil tho, so I'm looking forward to it. Raging Fury Slither Wing gonna go CRAZY with that level of bulk boost frfr.

Landorus: Meh. I guess it gives it a role over Gliscor but I was honestly fine with this mon falling into obscurity.
Milotic: Very very good, especially if it gets Wash Away. Easily supplants the barely-functional Azumarill as the tier's bulky Water/Fairy, and does a damn good job of it too. Clefable eat your heart out.
Eevees: Most of these probably aren't viable but Sylveon could be cool and Flareon is kinda funny with Raging Fury. Knock Off Umbreon might have a niche on stall as well, so that's cool.

Pretty solid slate. Not necessarily that many meta-shaping winners, but folks at least voted for stuff with some staying power (and then there's Wash Away lmao). Can't wait for everyone to hate that move and Slingshot in the very near future :)

Short thoughts

Rebuild - Council hated Rebuild but I fucks with it. Oh no the steels have recovery now and the Steels are Probopass and Tinkaton. type specific recovery is a funny trend in this mod, we got uh Jungle Healing, Rekindle, Life Dew and now Rebuild. Next slate I will revive my Recharge sub!

Wash Away - Wash Away is uber cringe. No one runs hazard removal anyway why do ppl think adding a third new option will heavily impact things that much? I jus dislike the move because its risk free phazing. it rubs me the wrong way that that's a thing nowadays. No big deal really anyway, Pet Mod players like to enable balance.

Echo Chamber - Maybe Walkie Talkie will be good now.

Binding Band - Y'all want Heat ran to be good so bad. Jaw Lock is a bad move, this isn't changing that.

Berries

Slingshot - Not sure what wants to burn their item slot on Slingshot, but I support the concept of Slingshot.

Exoskeleton - Good concept, but we probably are gonna have to find some good mons, nothing listed in suggested wants it as their ability outside of maybe Specs Iron Moth outside of Terrain?

Blunt Force - I REALLY like this ability, not even for Tinkaton, I just want to see what strong Wall breaker could utilize an ability like this.

Water Veil - Streets said Big Root boosts Aqua Ring AYOOOOOOOOOO

Shield Dust

Lando
Screenshot_20231001-234552_kindlephoto-64314193.png

Milotic - Y'all can stop pretending Sheer Heart Milotic is cool and hip. Anyway

Milotic @ Big Root
EVs: 252 HP / 108 Def / 148 SpD
Ability: Water Veil
Bold Nature
- Scald
- Draining Kiss
- Flip Turn
- Protect / Healing Stones / Wash Away

Eeveelutions - Jolteon might be neat

oranges 3 game review of accepted subs

Rebuild: this gives me more of a reason to use zone but I feel like 125 isn’t enough in some situations. However most receivers have low ass hp anyways so cool

Wash away: I was going to put pex on one of my teams but couldn’t really find any moves since someone gutted pex entirely but now it has a move. This move does feel very oppressive though and I would limit its distribution

Echo chamber: viable steel stab not given to steel types :basedball: sound team real??? Also soundproof kommo-o is definitely usable now

kee berry/the other one: I love you do more of this stuff. This makes the (goat) kee berry good and you can now use kee berry clef (use kee berry clef)

Binding band: I can see like heatran use this and that’s it. It’s very niche and we’d need better trappers for it to be more effective

slingshot: why couldn’t you just vote for bubble gum if you wanted pivot blocking this one just enables hazard stack send the baseballs ⚾

Exoskeleton: this one makes defensive scizor actually pretty cool however I don’t think it affects the silly rocks which is sad. For the non bug types however they either A have a better ability or B they suck. Also slither king now has free resistances based af

Water veil: it’s ok (stolen from my paleomons Armaldo) also the role says waters explicitly and I see a Belli bolt . I am docking points. Also we now have a good spd water which is what I was looking for tbh. This helps offset sand chip for milo

Blunt Force: this is stupid good you just slap leather belt for a free 1.2. Also iron thorns basically gets a 1.5x attack boost for free since its stab combo is kinda mid. I can see some being a lot better than it now is with the new additions

Shield Dust: it’s ok, it definitely helps a lot for slither wing and sanda.

Lando: cloud nine lando I is interesting since it fw a bunch of past proto, alsosand force silly I guess. It’s just lando without toxic or knockpmuch

milo: the water fairy is REAL. This Mon is gonna be annoying af tho, basically sheer force moonblasts and pumps off the 100 with flip and recover. Or it could just have free leftovers and burn immunity (immunity to any and all chip for you scaldoids unfort)

Eevees: I ain’t reading allat but they all have pivoting
Vape: zero change
jolte: now has coverage and still sucks, however I can see use
Flare on: I cannot see myself using 60 def fur coat. The moves are nice but it’s stats still suck
Esp: basically unchanged
Umb: it’s ok ig, you really didn’t need to give it the cringe move
Leaf: why
Glac: metronome kyu but bad. We don’t have kyurem so all we are left with is bad

Give me heart reactions

Rebuild: Cool healing move, will lead to some very interesting stat spreads to optimize bulk, more recovery is welcomed.
Wash Away: Boring ass move, considering it doesn't have PP in the submission, i hope it has 5 pp just so that this doesn't make the hazard game boring (he doesn't know council is giving it 20pp).
Echo Chamber: Ig Round spam appreciates this, but considerably the less consistent special steel move we could have gotten.

Kee Berry / Maranga Berry: Niche but cool item, not much to say here.
Binding Band: I can already see the mald as people miss their first Magma Storm with Heatran while running this item, Sand Spit Sandy Shocks might also go crazy with it.
Slingshot: This will either be too niche, hilarious, or rage inducing for so many people, can't wait to see it play out.

Exoskeleton: Heavily dependent on what gets this ability but its cool how many mons can gain stuff like free fighting and ground resistances.
Blunt Force: Another day, another shitass Tinkaton buff (stop giving this offensive stuff, its a good rocker and nothing else), ability does look cool tho, so it will also depend on what gets it.
Water Veil: Designated Sylvemons mod leftover ability, not much to add here.
Shield Dust: Massive boost to bulk for a couple of mons, still waiting to see what gets it.

Landorus: Boring ass Hazard setter Lando ain't never beating the worse Gliscor allegations, if you want to use this sucessfully ignore that and just go
Skull Bash Acrobatics / Meteor Beam Earth Power.
Milotic: Fat ass mon, I agree with G-luke I have used sheer heart Milo and it hits like a wet noodle, if it gets Water Veil then prepare for the most obnoxious mon on the meta.
Eeveelutions: Only ones that matter are Vaporeon, Umbreon and Sylveon, rest are not notable enough.

Rebuild: Nice for tinkaton and iron treads... Idk how iron treads even fairs now but tinkaton maybe with blunt force buff can be smth? like rocks + recovery maybe?
Wash Away: Sounds pretty darn good... it makes the meta more favorable for balance and not hazard + gliscor. But I feel any terrain team that has been build over the past month or so is kinda fucked by any mon running this. The distribution isnt awful either but like... idk how I feel about it esp since this is such an overloaded move.. u phaze out opp, u remove terrain, hazards, and do damage...
Echo Chamber: Nice.. i wonder how this will look on kommo-o on screens but who knows we havent tested it yet at all

Kee Berry / Maranga Berry: Buff to sneasler but why wont i just run air balloon ... from my understanding it triggers when im getting hit by a physical attack so if you pressure sneasler with a special attack it will be harder to activate and id rather just use balloon and turn smth like gliscor into fother
Binding Band: Yay my item won
Slingshot: I really dislike this item... weak u-turns become a lot worse for ex. corv, torn-t, lando-t and just have to hard switch out more often.. yes this item used to be 1/4 and im glad its 1/8 but idk if its even worth running... if ur not a ground type who wants to take volt switches then maybe i see the merit. But genuine questions who might run this?

Exoskeleton: Nice, I see the merit here on smth like slither wing, klawf, volcarona being able to run another item on HO like lum or LO
Blunt Force: Pretty good in my opinion, tinkaton, iron treads, (future copper meta) is gonna be neat to see how they adapt
Water Veil: Recovery on a water type.. does sound interesting . Im indeed very tired but this can allow something like bellibolt to stay around longer esp with boots or milotic
Shield Dust: Slither wing and volc are quickly approaching to ur location

Landorus: Landorus-i Got gutted badly, at least lando-t can be a fogger that insta nukes gholdengo so that is great, it can also distinguish itself more from gliscor which is great to see
Milotic: Sheer heart water/fairy? that sounds pretty heat and maybe viable esp since 1.3x boost with 100 special attack isnt smth to scoff at so i wonder (if specs milotic is real) if def milotic will see usage
Eeveelutions: Nobody will use jolteon over thundy-i unless ur a madman, maybe occasional umbreon usage but its still competing with scream tail for wish and healing is kinda overboard in this meta with stones, life dew, and other things.

Rebuild - If it wasn't for the level-based healing that makes it slightly interesting, this just being a way to give insta recovery to steels is cringe... well at least on traditional steel walls, if it's mostly given to more active steels like Tinkaton or Treads it will prob be fine
Wash Away - Not a fan, basically just spits on the established meta - you fuck up hazard stack, you fuck up grassy terrain teams, you force out setup, this looks like a nightmare to deal with. Beaf is never gonna beat the 12 year-old allegations after this
Echo Chamber - Boring, but unlike the other two move winners it's inoffensive. Something something round synergy

Kee / Maranga Berry - These guys are okay, as outlined in the sub they're basically a weaker but much more applicable type-resist berry. It ain't no meta shaker but I think we'll see these two used seriously from time to time.
Binding Band - If you voted this solely to boost magma storm you should be ashamed. Not that bad of an item though, will be used primarily by sand spit guys
Slingshot - I kinda forgot why I voted for this, I guess I like the idea more than the actual item? Like it's both busted and too niche to run at the same time. At the very least it will lead to some iconic vapemon games

Exoskeleton - Good concept but it's going to struggle to find a real user, the most realistic ones (at least, looking at the suggested mons) are the Paradox Moths and Klawf (his ass is NOT viable though). Someone will do something silly with this and bug tera shard though, mark my words.
Blunt Force - Easily the biggest win this slate, huge boost for a very real but fair drawback, and from the looks of it this will be a power spike to previously unviable mons. Can't wait to see how this pans out.
Water Veil - Free lefties is kinda boring, but it sure as hell works. Everything appreciates the passive recovery and unlike actual leftovers it can't be knocked off, keeping the burn immunity is also nice. I would call for a Poliwrath adjust sub but it would be thoroughly outclassed by Crabombinable.
Btw Orangesodapop Bellibolt got an an adjustment early on to be water/electric, l+ratio
Shield Dust - Gets more good the longer you think about it. No one cares about Salt Cure blocking, getting a 2/3 damage reduction on a bunch of common attacks like BoltBeam, Fire Blast, Poison Jab, etc., is great stuff.

:landorus::landorus-therian: - The virgin Defog + Spikes lando set vs. the chad Skull Bash + Acrobatics lando set. Outside of shitty jokes this is a winner I can confidently say is good, The landos fell off a bit after the public execution of Sand Clock and conquest of Gliscor, so getting a bunch of new tools like this is nice.
:milotic:- Sheer Heart grift aside, this is looking to be a funny (Translation: annoying asf) tank. Water/Fairy is a phenomenal type and, assuming it gets Water Veil, has two solid choices for defensive abilities.
:vaporeon:Still the same Vaporeon, still the same cringe.
:jolteon:Overheat is good coverage but I personally don't see the hype when Thundurus-I is right there?
:flareon: Going to range from either still useless or an underdog pick. Don't underestimate Fur Coat guys.
:espeon: Funny.
:umbreon: The two great new progress moves here in combination with Counteract might give Umbreon a shot in Vaporemons. Exactly one shot, but it's a shot nonetheless
:leafeon: Love me a Sharpness Leaf Blade, but is still unviable unfortunately. Give it cutting remark or grassy glide or something idk
:glaceon: Give it Slush Rush, pussy. (speaking from experience)
:sylveon:Pixilate-boosted pivoting is neato but I highly doubt that will make Sylve viable

Yeah this definitely was a Vaporemons slate of time. goonight

winner review yay

Rebuild: more recovery, except for steels. although seems a bit dependent on what gets it
Wash Away: i'll probably be sick of this move in like a month but for now it's good. being able to clear hazards while also phazing out the setter is great utility
Echo Chamber: sound spam move sounds fun in [future?] walkie talkie economy. may also make round slightly more viable despite slingshot existing

Kee/Maranga berries: unburden stonks. also makes stored power guys a bit more troublesome to deal with
Binding Band: heatran and shocks love this, although im not sure how much the former will use it over lefties or air balloon.
Slingshot: idk how i feel abt this one. constant paranoia to click a pivot move is kinda balls, but at the same time that's what makes it good??

Exoskeleton: interesting but less applicable than what i thought. outside of moth there's not anything that would want this that's also viable in vape meta
Blunt Force: not much to say about this but yeah it could get out of hand quick. tink gets better with this though
Water Veil: passive leftovers is fun i guess. does bellibolt use this?
Shield Dust: sheer force erasure. very good for bug types that already have a tough time on the field

Landos: p neutral on them but the amount of utility that spikes + defog provide will certainly give them a niche
Milotic: admittedly may be more annoying than I intended. water veil and wash away potentially being added to its movepool along with its current tools will make this annoying as hell to face
Eevees: they all seem like lower tier staples besides vape and maybe sylv but some do stick out to me. umbreon gaining knock and round is cool, sharpness leaf is probably still terrible but fun, and flareon gaining fur coat and sd might make it okay??

Rebuild: I like this unique spin on a recovery move. It's more effective on some mons than others. Also the percentage it heals changes depending on your HP investment. More diversity in recovery moves!
Wash away: After thinking on it, I think I'm fine with this move, with the exception of having it clear terrain (the same problem I have with defog) but according to Beaf I think they (you don't have pronouns on your profile so I'm using they) said it was to mirror defog. Clearing out hazards is great against hazard spam and the forced switch helps beat setup sweepers and walls, but keep in mind that it does 80BP Water damage as well. It's nothing to sneeze at. Terrain-based teams are pretty bad in Vanilla too because of how bad terrains are as a pseudo-weather, idk how better they are in vapmons (I know they got more synergy thank to new protodrive abilities), but anyway terrains deserve better.
TL;DR, terrain known for bad, please be nice to terrain. This isn't entirely wash away's fault. good move idea.
Echo Chamber: Looks great! Looks great! Looks great! Looks great! Looks great! Looks great! Looks great!
Clowning aside, I think this move is slept on. With the proper distribution, this move could be dangerous. Round pivoting into Echo Chamber just got a lot more accessible thanks to the eeveelution buffs, and having the ability to consistently fire 135BP Special Steel moves is insane. Combine that with metronome, muscle memory or specs and you are tearing holes. Right now, Kommo-o and Noivern are the 2 most obvious users, but I think more mons should get this, like Scream Tail, Lucario, Altaria, etc.

Kee Berry / Maranga Berry: Always up for some berry buffs. This one could probably see more use with Cud Chew/ Harvest mons but who knows.
Binding Band: One of the items I voted for, yay! I think trapping moves need a buff; you wouldn't necessarily trap someone unless you were confident you would win, right? Hoping this gives more use to Jaw Lock, Infestation, Sand Tomb etc. and not just Heatran like everyone thinks.
Slingshot: Probs my favorite submission that isn't Banana (mine) or Whoopee Cushion (Fs in the chat). The idea of forcefully slinging back a pivoter sounds so visceral (I imagine like a steaming furious Primeape being so angry at pivoters that he crams them into a slingshot before flinging the mon back into the stratosphere, DOOM Glory-kill style, then walking over to the other trainer, picking one of their Pokéballs at random in a blind rage and then hurling it on the battlefield in a "IS THIS NOT WHAT YOU WANTED, YOU SCUM???" attitude) and makes pivot spamming less safe. Sure, it does help hazard stack teams, but hey, Wash Away exists now, so it all cancels out for me.

Exoskeleton: Hooray, my favorite ability submission won! I think Bug types have cool resistances that are unfortunately outshone by their weaknesses, so not only is this a great buff to bug types, but also a neat buff to non-bug type invertebrate mons that could use the buffs! Gliscor is not part of that group, he is good enough as is. Forretress could be a neat user, making him only once-weak to fire, Tyranitar could alleviate 3 weaknesses (are lizards shedding their skins enough of a reason, are kaiju considered lizards, and is tyranitar considered a kaiju?), even Golem, Avalugg-H, Drednaw and maybe even Magcargo. Yeah those last were a stretch bug-wise.
Blunt Force: 420 jokes aside, the ability form of "who needs super effective hits when you have RAW POWER" and "strategy is for nerds, I smash my way through problems ooga booga" sounds really funny and fun to use. Hope this one gets slapped on some normal, ghost, dragon, or other neutral-hitting underdog beefcakes so they can intimidate puny frail OU mons, and I ain't talkin abilities. Also a good "Bluff" ability if you wanna run another one instead of Blunt Force, you gotta respect the force.
Water Veil: This ability needed a buff, but the users should not just be water types. If you wanna be thematic, maybe slimy and weird, but like. Burn immunity and HP recovery is goated.
Shield Dust: This sounds like a buff to shield dust mons, which are mostly lower tiers afaik so it's all good to me! :)

:landorus: :landorus-therian: can i get a uhhh landorus but more??? honestly I've been seeing lando everywhere since gen 5 and I just wanna see other mons so idc, no comment, he do got that cat in him tho
:milotic: water fairy seems to fit Milotic well thematically. People were saying marvel scale or competitive would be replaced, whats up with that?
:vaporeon: :jolteon: :flareon: :umbreon: :espeon: :leafeon: :glaceon: :sylveon:
More round usage is cool, love the move additions, nice ability choices as well for :jolteon: :umbreon: :leafeon: :glaceon:. Dire Claw Counteract Umbreon is funny.

On another note, I know this isn't exclusive to this sub, but could we do the next voting stage privately? As in, instead of typing out our answers here, sending them to the council via PM/DM. It seems like a standard to voting in general, this is one of the first times I see people announce their votes clearly. I tried not to get influenced by others' decisions but I can only speak for myself.

Anyway congrats to the winners again and have a good day/evening/night!

The funniest things about what won this slate is that terrains are even worse now--still better than Sand's current fate though--and that Muddy Water from Mud Wash mons still accidentally explodes faces:

SLATE 07 WINNING MOVES:
Rebuild:
Unexciting but fine, and it's not like it has to go to any of the stronger Steel mons. So the only things to say about it is that it going to :magnezone: Magnezone & family might be the most impactful Steel without being obnoxious about it--that or :iron treads: Iron Treads or :heatran: Heatran I guess--and that this might make Healing Stones even less appealing given it makes mons more self-sufficient healing-wise--oh no, what a nightmare. [/deadpan] Shrug.

Wash Away: The unfortunately natural reactionary outgrowth of :gholdengo: Gholdengo's stupid design is probably less impactful than people are acting, especially since it doesn't have to go to that many mons, much less any of the stronger Water mons and since it's thankfully -6 (and stopped by any Water-absorbing ability). I do agree with Gekokeso, however, that its PP should be as low as possible even as obnoxious as hazards are this gen in part because of Gholdengo. (Also this going to both Drizzle mons would make sense, but maybe only give it to :politoed: Politoed so it can pretend to have a niche? Shrug.)

Echo Chamber: The most difficult one to gauge given I haven't personally seen that much Round usage of yet, but it's not like I've really been around. I was considering voting for it, but...meh. It's fine.

SLATE 07 WINNING ITEMS:
Kee Berry / Maranga Berry:
These should be fine, though, yes, it is somewhat funny that Yoshiblaze himself ended up buffing :sneasler: Sneasler even more. "Top 10 anime betrayals" etcerta etcerta.

Binding Bind: Ugh. Why? I feel like this either makes trapping moves & ability rather obnoxious or just ends up doing nothing given all of the pivoting with very little healthy in-between. It feels very "feast or famine", and when the "feast" part is rewarding people for building DIY Shadow Tag, that doesn't seem great. So this is only thing that I won that I actively dislike.

Slingshot: I would have rather Bubble Gum won, mostly because my luck is so bad that the mon that's forced out randomly will still be the mon that my opponent intended to go to 90% of the time. Otherwise fine I guess, but like other people, I have to wonder what would regularly want this item even as someone annoyed by all of the pivoting as much I am all of the hazards (and all of the priority).

SLATE 07 WINNING ABILITIES:
Exoskeleton:
Look forward to this, though weirdly more on non-Bug mons than actual Bug mons despite the latter overall probably needing more. More Ground resists are always welcome though, and more Ground resists without all of the weaknesses stapled to Grass or Bug (or technically Flying) even more so.

Sheer Force: Look forward to this too even though it will probably end up having to be more limited than maybe intended due to making things hit like trucks even before items. Will :tinkaton: Tinkaton finally become a notable offensive powerhouse?! (Answer: probably not.)

Water Veil: Glad to see this won, but we should maybe probably keep it away from :milotic: Milotic now that it has the extremely privileged Water/Fairy typing.

Shield Dust: Nice to see this finally win even if it wasn't submitted by me this time. It winning at the same time at Exoskeleton is a bit awkward though since both will likely go to a lot of same things.

SLATE 07 WINNING ADJUSTMENTS:
Landorus-Incarnate & Landorus-Therian:
Sigh. Did we really have to buff one of the mons that deserves it least just because :gliscor: Gliscor is being even more obnoxious than usual right now? I'd be fine if it was just :landorus: Landorus-Incarnate getting buffed since that's otherwise always stuck in Ubers and thus doesn't tend to get explored in OU anything, but the fact that :landorus-therian: Landorus-Therian can't just be left barely by the wayside for once feels so forced. Oh well. I doubt this breaks anything. It just feels undeserved, like the people who keep trying to unban :chien-pao: Chien-Pao and :chi-yu: Chi-Yu like those mons would add anything positive to this or any other meta--Chien-Pao especially.

Milotic: As much as I've complained about Water/Fairy being a very privileged typing in the past (and it still is), I'm just glad that it doesn't have Calm Mind like :primarina: Primarina or :tapu-fini: Tapu Fini before it. So thanks for that, chemicalmines. Shame Coil on it will probably still suck, even if it gets Water Veil--over Competitive I imagine--for some gods' forsaken reason.

Eeveelutions: I'm glad to see these won even though I wish they were buffed more. Weirdly, outside of :vaporeon: Vaporeon and :sylveon: Sylveon despite those both only getting Round, I'm not sure if any of these will make much of an impact from these changes beyond :jolteon: Jolteon becoming a better revenge killer with Dazzling Gleam given all of Dark types apparently plaguing the tier (though :iron jugulis: Iron Jugulis was already weak to Electric and :kingambit: Kingambit is neutral to Fairy but at least weak to Overheat, so better not miss that). :flareon: Flareon and :umbreon: Umbreon might even though I'm apparently so out of it this entire year that I didn't even notice the former had lost Flash Fire for Smelt (which I doubt it ever uses over Fur Coat anyway) until just now, but I still can't really see :espeon: Espeon, :glaceon: Glaceon, or especially poor, poor :leafeon: Leafeon getting any real use in OU still.

MY GENIUS CANNOT BE CONTAINED
Name: Twin Beam
Power: 45
Category: Special
Type: Psychic
Flags: None
Effect:
Hits Twice. The second hit deals damage using Defense instead of Special Defense. The first hit has a 20% chance to lower Special Defense by 1, and the second has a 20% chance to lower Defense by 1.
Distribution: Original Dist + :slowbro: :hydreigon: :magnezone: :exeggutor:
Justification: Twin Beam was a really boring signature move, so I made it the same effective power as Psychic and added more effects and distribution for flavor.

Name: Brisk Wind
Power: 70
Type: Ice
Accuracy: 100%
Flags: Priority (+1)
Effect:
Fails if the target is not attacking. Usually moves first.
Distribution: idk
Justification:
The Ice Type submission gets gooder. Special sucker punch.
Name: Critical Policy
Can Be Knocked Off
Fling Power and Effect: 65 power, always results in a Critical Hit.
Effect:
When hit by a Critical Hit for the first time in a match, reduce damage by 2/3, then increase Defense and Special Defense by 2. Single Use.
Justification: Snipe Shot and friends are very good moves. If you manage to kill the user, you now have a very bulky boy here.
Name: Guard Dog
Effect
: When one of this Pokémon’s stat stages are lowered, heighten Defense and Special Defense by 1.
Justification: I really liked the Defensive Defiant idea for Guard Dog last slate, but instead of lowering the opponent’s attacks, your defenses are heightened.
more to come
