If a threat is so obviously broken to the council that it votes 8-0-1 to ban it (or whatever the exact vote was on Exeggutor), why are you even suspecting it? Just do a council vote... There's nothing wrong with limiting the voting pool to just the council or to just a council+ like LC has done. There's something very wrong with pretending to be democratic but then rigging the votes.
