Really its the same as it was before, but there will be a few changes that come with it being its own forum separate from cong.
The atmosphere will be a lot more casual, if you want to post about things you like and why you like them; go ahead. The megathreads will be where you should post about general things, but if you feel you have enough content to warrant its own thread, go ahead.
There should be no personal attacks on other users for having dissenting opinions from yours, and if you want to argue make sure to back it up.
But other than that the Great Library is the best place for you to talk about games that aren't Pokemon on these here forums. As well as Anime, Music, Movies etc.
Plz enjoy the new forum. I will be working hard to make it as best it can be!
