Which NFE is Capable of Being Used in NU/UU?

I'd say Clamperl because if it's paired with a TR user and has the item Deepseascale equipped it reaches a sp. atk. that even Deoxys can't reach. But still its' stats are below average and that is why it can be used in UU as well as OU:)
