How does rule 2 apply to multifaction games, though?

More to the point, what should hosts do to make a balanced wolf despite the fact that rule 2 doesn't apply?
Some kind of ability that can boost each faction equally, but only one at a time. That means that factions are going to fight over the Wolf and not kill him. This can more or less apply to any neutral, but by giving the Wolf something pro-other factions it can help to prolong his life some. This can apply to a non-killing newt also, obviously, but it's a way to make killing the Wolf less-desirable.
