SV OU Suspect Coverage: Volcarona

Introduction

Volcarona has been one of the scariest setup sweepers since its introduction in Generation 5, and that is certainly not the exception in SV OU. With Terastallization and Tera Blast, Volcarona was able to either blow past defensive answers or even use them as setup fodder. This was first highlighted by its first ban in SV OU back in June 2023 via council vote. After being unbanned after The Indigo Disk DLC's release, and yet again banned in April 2024 via a suspect test this time, it seemed like Volcarona's time in SV OU was up for good. However, after Tera Blast was banned on April 26th, 2026, a new door seemingly opened. The loss of Tera Blast meant Volcarona would no longer be able to blow past the likes of Heatran and Moltres, reducing the variety on its sets and its sweeping potential. With that in mind, a suspect test was announced on May 4th, 2026, the latest chapter of Volcarona's history in SV OU.


Sets

Will-O-Wisp + Quiver Dance

With a bulky set backed up by Morning Sun, Volcarona can opt for a less explosive set that allows it to check the likes of Rillaboom, Gholdengo, and several variants of Kyurem. Flame Body punishes contact moves from the likes of Zamazenta, Great Tusk, and Kingambit, while Will-O-Wisp deters switch-ins from Pokémon such as Dragonite and Tyranitar. Furthermore, Will-O-Wisp may also cripple bulkier answers such as Assault Vest Alomomola, Toxapex, and Clodsire, chipping them throughout the game and making it easier for Volcarona's teammates to take advantage of. The combination of a burn and Terastallization may result in would-be checks such as Ogerpon-W and Hisuian Samurott becoming setup fodder. In particular, Tera Dragon flips Volcarona's weakness to Water-type attacks such as Ogerpon-W's Ivy Cudgel and Walking Wake's Hydro Steam into a resistance and grants it a resistance to the likes of Cinderace's Pyro Ball and opposing Volcarona's Flamethrower, all while maintaining Volcarona's resistance to Rillaboom's Grassy Glide and Ogerpon-W's Power Whip. Tera Fairy can also be used for the immunity to Dragapult's Dragon Darts and Kyurem's Scale Shot, as well as a resistance to Kingambit's Sucker Punch, while making Volcarona hard to hit super effectively, as Steel-types such as Gholdengo and Iron Crown are threatened by its Flamethrower. The EV spread presented maximizes Volcarona's bulk while granting it enough Speed to get the jump on Adamant Dragonite and threaten it with a burn, though one may sacrifice this for more investment into Defense or, on the contrary, pick a Modest nature to grant Volcarona a small buff to its Special Attack. This set leaves Volcarona very vulnerable to the likes of Garganacl, Flash Fire Heatran, and Ceruledge, which do not mind Flamethrower or Will-O-Wisp and can heavily threaten Volcarona, while it may also struggle against Glimmora and Moltres.

Bulky Quiver Dance

This set keeps most of the defensive utility from the Will-O-Wisp set, sacrificing Will-O-Wisp for a coverage move. Psychic may be used to threaten Glimmora, Iron Moth, and Toxapex while doing decent damage to Dragonite, Ceruledge, and Dragapult. Giga Drain instead threatens Garganacl, Primarina, and Hisuian Samurott. Giga Drain may be further boosted by Tera Grass, which also grants Volcarona a resistance to Water-type attacks while keeping its resistance to Grass-type moves, similarly to Tera Dragon. The above EV spread allows Volcarona to outspeed Raging Bolt, thus being able to attack and set up before it moves. While this set does provide Volcarona with more coverage in comparison to the Will-O-Wisp set, not being able to spread burns as reliably can leave Volcarona fairly open to Dragonite, as Psychic will not threaten it enough, while making it harder to chip the likes of Ting-Lu and Clodsire throughout the game.

Offensive Quiver Dance

Volcarona may also opt for a more offensive set, making the most of its sky-high Special Attack and respectable Speed; this EV spread in particular maximizes the former while granting it enough Speed to get the jump on Kyurem. While Volcarona's poor bulk may make it hard to reliably set up, its ability to check Gholdengo, Enamorus, Iron Valiant, and, on occasion, Kyurem means that it is likely that Volcarona will find space to get off a Quiver Dance. Fire Blast can be used over Flamethrower to make the most of Volcarona's Special Attack, allowing it to OHKO Landorus-T after a round of Stealth Rock damage. Bug Buzz lets Volcarona threaten Ting-Lu, Tyranitar, and Hisuian Samurott, and it may be further boosted by Swarm and Tera Bug. Substitute is an alternative to block status moves and, when paired with Bug Buzz and Swarm, allow Volcarona to more easily get into Swarm range. The fragile nature of this set means that it is mostly restricted to offensive teams, and variants without Morning Sun may only have one chance to set up. Additionally, the difference in power does not have a big impact on Dragonite and Blissey's ability to check it.

Other Options

Variants with Tera Poison and Tera Electric could be used to grant Volcarona an immunity to Toxic and Malignant Chain or Thunder Wave and Nuzzle. These were particularly seen with Grassy Seed, which makes Volcarona sturdier against physical attacks, as both of these Tera types lacked a resistance to aforementioned attacks like Ogerpon-W's Ivy Cudgel. On the other hand, Tera Fire, Life Orb, and even Overheat saw usage to maximize Volcarona's damage output.


Unban Side

Unban arguments cited the plethora of Volcarona checks, from Dragonite, Heatran, Ceruledge, Garganacl, and Glimmora to Toxapex, Clodsire, the seemingly unbreakable Blissey, and even Skeledirge. Some of the best Pokémon in the tier such as Kingambit, Dragonite, and Zamazenta could run Tera Fire sets, which greatly improve their matchup against Volcarona. Running Tera Fire also forces their hand and thus limits their variance, which may ultimately be a good thing. To this point, Kyurem may be forced to run Rock Slide, Ancient Power, or Scale Shot if it does not want to become setup fodder for Volcarona, which may also be a good thing, as Kyurem is one of the hardest Pokémon to reliably check. Offensive variants of Volcarona, particularly those with three attacks, can find it really difficult to set up, let alone do it more than once. Multiple common priority moves such as Dragonite's Extreme Speed and Kingambit's Sucker Punch can cut Volcarona's sweeping attempts short. It can be argued that Volcarona is not stronger than Pokémon such as Dragonite and Zamazenta, which should be enough grounds for an unban.

Do Not Unban Side

Though checks for individual sets exist, Volcarona is still able to muscle past them by outlasting them in the long term or running a different set. Dragonite can struggle with Will-O-Wisp variants, and even if it manages to get past Volcarona, it being crippled can result in one of Volcarona's teammates such as Ogerpon-W having an easier time cleaning up. Forcing an opponent to Terastallize their Pokémon if they do not want to lose on the spot is a very high price to pay; in particular, Tera Fire Roar Zamazenta may only delay Volcarona's sweep, or it may fail completely if Volcarona was the last Pokémon standing. Volcarona's Flame Body can prove overly punishing, and while Moltres has the same ability and Zapdos has a similar one in Static, they both lack the sweeping potential that Volcarona has. Adding Volcarona to an already volatile and high-variance metagame may only result in more variance and threat saturation.


Conclusion

A minimum 60% pro-unban majority was required for Volcarona to return to OU. Just a few hours after the laddering phase concluded, however, Volcarona was voted to stay banned, reaching a mere 37.4% pro-unban support. Though the suspect looked seemingly close during back-and-forth discussions in the suspect threads, Volcarona was ultimately very far from being unbanned.

It is still very early in the post-Tera Blast phase of SV OU; the metagame will continue developing, and it is unclear if other suspect tests are soon to follow. Though it has been said that Roaring Moon has been mentioned in internal discussions, the result of Volcarona's suspect test casts some doubt on Roaring Moon or any other Pokémon returning to OU.
