Toxtricity is an extremely powerful special wallbreaker thanks to its already high Special Attack being further bolstered by Punk Rock and powerful moves to take advantage of it. Toxtricity can choose to capitalize on these traits by either equipping Choice Specs to severely limit its switch-ins, which lets it 2HKO special walls like Bronzong and Alolan Muk, or it can run Shift Gear to become a setup sweeper and surpass Choice Scarf Flygon and Mienshao's Speed tier. Comparable wallbreakers like Chandelure and Porygon-Z lack Toxtricity's ability to gain momentum with Volt Switch, and they lack access to a high-power no-drawback move like Boomburst. While Toxtricity has plenty of power, its Speed is lacking, with non-Shift Gear sets being outsped and revenge killed by foes like Basculegion-M, Chandelure, and Paldean Tauros-W. Furthermore, even though its typing has good resistances, it is offset by its fairly meager bulk. This makes Toxtricity vulnerable to priority, such as Toxicroak's Sucker Punch and, particularly after Tera Normal, Breloom's Mach Punch. Toxtricity's lackluster bulk can also be seen when trying to set up on Shift Gear sets, as those require two turns to be fully set up: one to boost its Speed and the other its Special Attack with Throat Spray. If it does just one, it leaves itself open to being revenge killed easily.

Choice item sets can choose to run Choice Scarf to surprise and outspeed normally faster non-Choice Scarf foes like Life Orb Mienshao and Heavy-Duty Boots Munkidori trying to revenge kill it, but it loses breaking power as a result. Toxtricity can choose to run Heavy-Duty Boots for additional flexibility and more longevity.

**Steel-types**: Steel-types like Bronzong, Copperajah, and Registeel switch into Sludge Wave and Boomburst, but they can be threatened by Overdrive or pivoted on with Volt Switch, so they must be careful to correctly predict Toxtricity's move choice.

**Ground-types**: Ground-types like Flygon and specially defensive Gastrodon resist both of Toxtricity's STAB attacks, block Volt Switch, and threaten to OHKO Toxtricity with Earthquake and Earth Power. However, neither of them switch well into Boomburst.

Implemented, only minor question - I originally had included timid in the choice specs set, but removed it because I'm not sure what you get out of it over modest, I'm not entirely sure what you're outspeeding in that range - Jolly Breloom?
 
timid on specs toxt lets u outpace mystic water bascu, breloom, tsar, iron thorns, n adamant croak (also cetitan n drednaw technically but those aren’t that important); however, modest lets u get the ridiculous amount of 2hkoes that makes toxt famous

I think the Choice Scarf portion misses the reason you run the item: to stunt on offense teams, and more generally to stunt on offensive checks. That surprise factor should be better expressed.
