In a Teraless Meta, this would unironically be a very good idea. With Tera, though, its a hard no.
It breaks fatter teams pretty well and people tend to not like playing against those kinds of teams. Although I feel like it helps not to just haphazardly slap Hoopa onto just any team since you’re still getting the bad of Hoopa (bad Physical Defense, 4x Bug weakness to make U-Turn from offensive pivots a massive pain, bad speed) with the good of it (160 Atk Knock Off + 170 SpA Psychic Noise / Psyshock do big damage and big SpD to come in on neutral hits). More offensive structures tend to abuse Hoopa’s Phys Def. frailty and lower speed badly. Pairing it with something that takes on physical threats / U-Turn abusing pivots like one of the tier’s birds in Zapdos / Moltres / Corviknight / Rocky Helm Lando or a big physical wall that can eat hits like Zamazenta can really help it get safer opportunities to do its thing even in the face of those more spotty matchups for it.

One of those prizes is that for 500k combined Likes, people making a purchase pool can get a suspect of their choice running.
I think it's less absurd than it initially sounds (whether or not it's a considerable option) considering Arceus forms can't hold Boots and thus the Rock-weak ones are massively undercut despite their high bulk given that and Spikes are frequent. The movepool's good but it's also not like we lack for strong attackers with decent bulk at the current level of OU. I don't know how much it'd add to the tier but I can believe it being more manageable than some other drops.
But you've failed to consider that Gastrodon is just a funny little guy.

Any no, specifically Bug and Bug alone. It can,t run Boots and has no immunity to Spikes + Webs (unlike Flying one) while being weak to Rocks. Bug is a mediocre offensive type and while it has a very good movepool, it has no combination of STAB + Boosting Move + 2 coverage Moves that could let it break the entire Meta. Bug STAB is so mediocre, that between S and B+ Ranks, almost 30 Mons resist it.
In previous generations all this didn,t matter because it has 16 Recovers PPs + hazards were much easier to keep off, so it could outlast its checks. Now, however, hazards are very dominant and Recover has just 8 PPs. So no, it wouldn,t be broken. Zamazenta alone both outspeeds and walls most sets and that isn,t talking about the Unaware guys.
