I also had a thought earlier that revealing a smuggler especially early makes it actually quite unlikely to receive the goods

which disincentivizes us from revealing someone who we think can have quite good reads

i'm not really sure how this balances out against the other factors but something to think about

i thought it was a little better than you've been saying since the feds have to vote 2 ppl onto someone without coordination and i thought that there was actually a decent chance you would dodge that on the first cycle after the reveal

but then i realized that you're probably getting hosed the second cycle after the reveal
