i think you should just straight up randomize between conftowns, including (and this is critical) people who have had it before and people who are conftown due to claim
it's enough people now where it's very unlikely that you will get caught
we need to assign some positive probability to earning points (eg to the conftowns who haven't had the goods yet)
we don't actually mind passing back to someone who hasn't had it before
the critical thing is to reduce risk of passing to scum and gaining them points that way

oh wait a minute we have 9 town out of 10
I mean technically we don't lose anything if we pass to someone who's already had it, so we can just stall it out realistically.
And also there's the pool of flipped people if you feel like randing within that instead.
Again, this game can be played with fewer elements than Yahtzee, and every single one of those elements overlaps.
