Calm Mind Kyogre aims to find opportunities to set up and nuke foes with Origin Pulse, which doesn't rely on Kyogre's HP stat like Water Spout does. Ice Beam provides coverage for Grass- and Dragon-types like Rillaboom, Amoonguss, Raging Bolt, and Miraidon, which resist Origin Pulse. Calm Mind allows Kyogre to not only pick up more KOs on foes like Tera Fire Calyrex-I but also helps Kyogre survive attacks that would KO it such as boosted Astral Barrage from Calyrex-S. Leftovers provides passive recovery, further adding to the bulk of this Kyogre set. With the HP and Special Defense investments, Kyogre is capable of surviving a Helping Hand-boosted Choice Specs Astral Barrage from Calyrex-S. The EVs put into Special Attack let Kyogre OHKO Koraidon with Ice Beam after a Calm Mind boost. The Speed investment lets Kyogre outspeed maximum Speed Incineroar. Tera Grass provides resistances to Grass- and Electric-type attacks from the likes of Rillaboom and Raging Bolt while also allowing Kyogre to block Spore from the likes of Amoonguss.
Even with Ice Beam and Tera Grass, Kyogre can still struggle with common Pokemon such as Rillaboom and Raging Bolt, threatening Kyogre before and after Terastallizing. Koraidon and Miraidon are also scary for Kyogre, with Koraidon overriding rain and dealing big damage with Collision Course and Miraidon nuking Kyogre with Draco Meteor or Electro Drift. Wide Guard from foes such as Pelipper and Zamazenta-C is also an annoyance, as it denies Origin Pulse. Amoonguss helps Kyogre by chunking Rillaboom with Sludge Bomb and shutting down Raging Bolt with Rage Powder or Spore. With Tera Fairy, Amoonguss can also redirect Draco Meteor from Miraidon. Spore can also help stop Wide Guard users. Roaring Moon provides Tailwind support, allowing Kyogre to outspeed aforementioned foes like Koraidon and Miraidon, while threatening Koraidon with Tera Flying Acrobatics. Fake Out support from Pokemon such as Rillaboom and Incineroar grants opportunities for Kyogre to use Calm Mind or attack without the annoyance of Wide Guard.
