Alright, since there's been no further discussion, we're going to move forward with the BSR limits I laid out:

So, if you want to outrun Great Tusk, it'll be -12 BSR. It is not cumulative.

If you don't have a spreadsheet program, OpenOffice and Google Sheets are free. You must have the stat rating values listed correctly in your submission or it will be ignored for the slate.

Now, the real fun begins: actual stat spreads! Like last process, I'm allowing two (2) WIP stat spreads at the same time and one (1) final submission spread. Make sure you properly label whichever is your final submission if you choose to do two by marking it as "final submission" at the top. I want to get the preliminary slate done by Saturday and the final slate done by Sunday. A couple reminders:
We are doing both formes at once, so your post should include a stat spread for each forme.
BST and HP must be the same for each forme. This follows Meloetta's transformation, and any stat submission that fails to abide by this will automatically be disqualified from consideration.
When formatting you submission, include:
PS, SS, PT, and ST;
BSR;
PT + ST;
Any applied penalties on moves to BSR;
And of course the stats themselves.
Make sure you include the BST so that it's obvious each forme has the same BST.
Because of our typing's common weaknesses and the mons which run them, leaning into physical bulk felt unwise. There are so many common physical attackers which can obliterate this type combo if forced to take a hit from STABs, from Ogerpon-W to Great Tusk and beyond. Yes, Inferno spreading burns will absolutely help, but that will not matter if CAP36 is being asked to come in on attacks, particularly throughout a game. Given how it will be optimal for 36p to be running max Special Attack and Speed with a Timid nature, our defensive utility will need to come from raw bulk rather than investment. Since physical bulk isn't an option, I decided to center my spread around one "big catch" bulk-wise: Chuggalong. Once boosted, it is such a scary threat that I thought speccing for that would, by default, make the special bulk significant enough to help us come in on other, weaker attacks. To that end, 87/162 special bulk is able to do this:

While this is only good for one attack and requires CAP36 to already be in, the fact that a set-up Chuggalong usually does not OHKO it with Surf (unless it's Tera'd, but to avoid that would literally take another 65 SpD LOL) when rocks are up is a huge hallmark of bulk. In return, 105 Special Attack is just enough to kill a boosted Chuggalong with Blizzard after rocks, since it loses a third of its HP to boost.

The special bulk is obviously good for more than just Chuggalong though. LOrb Darkrai Focus Blast never can OHKO, even if 36 is hurt with Stealth Rock. Boots Kyurem needs rocks to have a chance to OHKO (and even then it's a roll). Without rocks, Gholdengo Shadow Ball is a 4HKO; Specs Pult is always a 3HKO, even with rocks. Specs Iron Moth only 2HKOs with Fiery Dance when rocks are up (otherwise it has a 2% chance to 2HKO lol). Walking Wake Surf is a 2HKO. These calcs and others show that CAP36 can tank various special attacks — even certain super-effective ones — once on the field. This allows it to do what it wants, whether to spread status, click Knock Off, or transform.

While the physical bulk had to be fairly minimal to make room for the special bulk, two Pokemon in particular demonstrate that it is not complete tissue paper against physical moves. Specifically, Kitsunoh cannot 2HKO us from full with Shadow Strike even when it gets the Defense drop. Additionally, even with rocks up, we have a very good chance of living a 5 allies Kingambit Kowtow Cleave and always survive a Sucker Punch, meaning CAP36 can close a game against it with Inferno, no transformation required. Obviously, this has knock-on effects for earlier points in the game.

105 Special Attack, beyond Chuggalong, is sufficient to hit what we want to. Stuff weak to our moves will not want to come in lest it guess wrong, but it is not so high that dropping CAP Song altogether will work out. Notably, Freeze-Dry always OHKOs Ogerpon-W, which is important to help justify its use on a moveset over Thunder if one is into that.

92 Speed was chosen to outrun all Landorus-Therians. Given Gliscor does not run speed investment, this is the "fastest" Ground-type that we would ideally like to strike with a Blizzard before it blows us up with a quad effective move. While this is relatively fast for a "defensive" mon, it does help encourage investing in speed, which 36p absolutely appreciates.
So as it turns out, there is no statistical benefit to having a ludicrous (like 150 SpA or smth) level of power behind our moves that is not massively outweighed by how far speed has to go down. For example, dropping to 126 speed would grant a maximum special attack stat of 139 (compared to this spread’s 137) given the 175 SS limit. As such, I thought that I might as well make 36p as fast as possible. This allows 36p the maximum chance to press the advantage, as outspeeding basically the entire metagame allows it to always strike first and clean as best it can. While others may simply go slower to have more bulk, imo we really do not need to be bulky in the cleaner form; trying to calc significant bulk calcs is very difficult since we basically never will be at full HP when we transform, and we should always be hitting first either way. We really just need enough bulk to handle priority users. The only significant ones worth mentioning are Kingambit Sucker Punch and Raging Bolt Thunderclap. While I wasn't sure what level of HP to assume we have when transforming, I ultimately decided 70% was a generally solid level; we certainly would not be considered "healthy", but it is also not so low as to make doing any bulk calcs impossible. If our HP is higher than that, great. With that in mind, Kingambit's 3 Allies Fainted Sucker Punch is a roll heavily in our favor, while we always live Raging Bolt Thunderclap.

The Special Attack does what you'd expect it to; do a lot of damage, particularly to super-effective targets. It is worth noting that only Thunder is a guaranteed 2HKO against Cresceidon through Multiscale, although Freeze-Dry is not particularly far behind.

The general idea behind these spreads and their defining moves is allowing a little bit of flexibility. Obviously we always run CAP Song and Inferno. However, I do not know whether it will be better to have more overall utility, particularly in base form (other slots being Freeze-Dry + Knock Off) or more overall power, particularly in cleaner form (other slots being Blizzard + Thunder). As such, giving all three of these moves allows the Pokémon to see what works better for it (and have a very small sliver of unpredictability).
85 Speed allows the base forme to outpace Gholdengo, preventing it from easily using Thunder Wave as a sack turn against CAP 36 or sniping it with Focus Blast. 110 HP + 134 SpD lets CAP 36 survive a Kyurem Earth Power from full, a helpful calc for HDB sets. This special bulk also accounts for living attacks like Life Orb Darkrai Focus Blast and +2 Chuggalong Surf. The physical bulk of 110 HP + 104 Def is for +1 Zamazenta Body Press, allowing CAP 36 to survive one from full to either transform or burn it.

The given speed allows for CAP 36 to outpace Choice Scarf Gholdengo, which allows CAP 36 to really shine as an offensive Fire-type. It also outpaces niche sets like Choice Scarf Hisuian Samurott that could surprise CAP 36 with a KO. The special bulk here has been largely ignored, as it makes more sense to utilize passable physical bulk in conjunction with Inferno's burn to generate staying power. The key defensive calc I targeted was Kingambit's Sucker Punch, which this spread can live from full even with five teammates KOed and Tera Dark. 134 SpA was chosen in order to usually 2HKO Multiscale Cresceidon with Freeze-Dry. It will always 2HKO with Thunder.

I wanted lower HP to help the forms be distinct, I chose the Dragapult speed tier since Tank form is already pretty good into Gholdengo, with Shadow Ball basically always being a 4HKO uninvested. SS's and ST of tank form set basically to the limits laid out. Cleaner form has enough physical tankiness to comfortably eat priority from burned Kingambit/Dnite w/out bulk investment. Atk was manipulated to give a high BST and keep the forms BSTs identical, to make it feel like a legendary/mythic pokemon. Generally I'm assuming this mon is basically providing the role compression of knock spreader + cleaner for spikes teams (Inferno, Blizzard, Knock, Song), which I want. Tank form is already a pain to switch in on and the option of it suddenly cranking its speed while hitting the opponent just makes it worse.
This spread aims to capitalize strictly on 36a's fantastic STAB Inferno alongside its temporary non-STAB Blizzard and Freeze-Dry, which are powerful coverage nonetheless. I thought since most spreads that have been talked about/submitted revolve around the use or either Knock Off, Thunder, or both, that it would be unique to explore a stat spread that takes away all penalties (at least for the base forme) and strictly pumps up all the stats to maximize the bulk and damage output. 96 Speed allows 36a to outpace some major threats such as Kyurem, Landorus-Therian, and Tinkaton to either cripple them or take them out before they cripple 36a. 107 Special Attack is a specific threshold as it allows 36a to KO +1 Chuggalong with Blizzard after Stealth Rock and Clangorous Soul damage while conveniently missing out on the KO against Max HP Lando-T with Freeze-Dry; therefore, incentivizing CAP 36 to use Blizzard alongside Freeze-Dry. 100 HP alongside 134 Special Defense allows CAP 36 to live +2 non-Tera Water Chuggalong's Surf once and LO Darkrai's Focus Blast. Furthermore, with Assault Vest, 100/134 can live +2 non-LO Darkrai's Focus Blast as well most special Ground moves from the likes of Kyurem and Equilibra. The Defense is nothing of note benchmark wise; however, it does allow 36a to live some weaker Fighting moves such as Revenankh's unboosted Drain Punch or Kitsunoh's Close Combat.

Ultimately, I decided I wanted 36p to outspeed Dragapult for sure and as SunshineFuture mentioned, there is no real need to not just go for broke and hit the max Speed of 156. However, I think leaving +1 Great Tusk as an offensive check is huge for us to have some counterplay and therefore decided my 36p spread should sit at 151, which outspeeds Dragapult as well as Choice Scarf Gholdengo. I also kinda like how the defenses became ~even with this statline as well, showcasing a "takeaway" from 36a's defenses and pumping them into 36p's offenses (from Def --> SpA and SpD --> Spe). 133 SpA allows CAP 36p to maximize the damage output from its offenses, capable of OHKOing Raging Bolt with Blizzard and 2HKOing Arghonaut with Freeze-Dry or even AV Alomomola with Tera Ice backing it as well. As for defensive benchmarks, thanks to the base HP, 36p has quite a bit of bulk still, capable of living priority moves so long as it is healthy or has very minimal chip (despite that probably not being the case more often than not).

The main focus of this spread for me was its speed, specifically adding just enough speed for 36 to pressure possible switchins. 88 speed allows 36 to outspeed Great Tusk and Gholdengo and threaten them with Inferno and Blizzard. For Gholdengo in particular, the bulk and power means that more offensive Gholdengo sets get ohko'd after rocks damage, while defensive sets are unable to 3hko 36.

In order for this CAP to truly want to spend a turn to transform, we need to make the transformation as intuitive and enticing as possible. The main way we do that imo is by designing a stat spread that is most aligned with the goals of the pirouette form, but notably, can also work well on the aria form.
My key philosophy with this stat spread is to ensure we can tank the hits we want to be able to tank, but still have the firepower necessary to exert pressure on both avenues and make flexible forms of progress. I designed these spreads around Knock Off and Freeze-Dry; these are excellent moves and ones I think we would really like to have. Although Thunder + Blizzard as a combination is wholly stronger, I believe Freeze-Dry as our primary Ice-type STAB is more important as it means we have movepool flexibility, whether that's to improve our resilience or welcome more effective midground options such as Taunt and Knock Off.
The primary thresholds I aimed for were Pokemon that have access to strong priority that we have the ability to threaten. Kingambit Sucker Punch, Raging Bolt Thunderclap, Extreme Speed Dragonite were all options I considered. If you go for Cresceidon's Speed tier, you get 144 HP EVs, which also help hit a few ranges mostly as an accent. However otherwise Max Speed and Max Special Attack were the primary investment considered, which you would want the Pirouette form to rock. I also think Dragapult as a break point is perfectly adequate as Booster Energy Pokemon can be disrupted and Gholdengo can Trick its Choice Scarf into teammates like Ting Lu, and with that we can afford some more bulk to tank the priority moves we want CAP 36 to be careful with.

This is a pretty specialized spread that's primarily trying to facilitate a very frail 36P (by slow "pivoting"). We need an absolute truckload of bulk on this mon, and my spread in particular needs even more because my Pirouette spread is extremely frail. You will need to tank hits in order to transform, and the Pirouette form may even transform back to tank a hit in certain cases. Speed underspeeds base 50s like Gambit and Iron Hands. The primary goal with it is to underspeed most of the meta even with max investment in order to tank a hit and transform safely.
The high HP is kind of necessary to achieve BST parity with this build.... it's weird to explain.

I wanted to create a Pheromosa build (this does have more bulk overall but it's not far off), which is why I am nowhere near the BSR limit. Thought process is that this guy is outspeeding the entire meta, primarily entering late game to clean when everything is weakened and burned, and has the ability to transform to an extremely bulky base form to tank a hit if needed. We really don't need bulk. That said, the bulk is sufficient to tank most priority if HP is managed carefully (or if the opponent is burned), which feels like a healthy interaction with something this fast. I really appreciate Knock Off's ability to pressure and wear down our checks, so I wanted to build in some attack to force opponents to respect it. But the attack stat is also kind of required on a Pheromosa-style build in order to have enough BST for the Aria form. It might open the door to something like Triple Axel for a real mixed set, but I won't assume that here.

The main idea with this spread is to facilitate both Timid and Modest sets on 36. Timid gives us a supreme speed tier for both formes, while Modest maximises our power at the cost of some matchups to get some 2HKOs/KOs we would otherwise miss out on. I think the two natures can serve different goals which might fit different team compositions, with Timid's guaranteed outspeeds being used to clean up a chipped down team in longer games, while Modest's breaking power can be used in faster paced games to get those guaranteed KOs and/or force trades earlier.
106 Spe with a Timid nature outspeeds a lot of mons hanging around the 100 range, while a Modest nature outspeeds Landorus-T. With Modest, you actually get the equivalent of Timid 105 SpA/92 Spe, which nets some key KOs on Great Tusk with Freeze Dry, guaranteed 2HKO after protect and Poison Heal on max SpD Gliscor, or an OHKO with Blizzard, or a 2HKO on Equilibra without leftovers with Inferno. Defensive calculations are pretty standard, being able to live +2 Surf from Chuggalong and a Drain Punch from Revenakh.
With 148 Speed, a Timid nature outspeeds Dragapult, while a Modest nature still outspeeds Stratagem, the fastest relevant Pokémon below Zamazenta. I opted for 133 Special Attack to clearly define the trade-off between the natures. A Timid build falls just short of securing some key 2HKOs or OHKOs, leaving outcomes against its intended targets up to chance, and leaving us vulnerable to counterattack. This is not a problem that can be solved by going to our limit of the SpA, i.e., 137, which still keeps it in the realm of chance. In contrast, a Modest nature pushes us just over the edge or very, very close to those crucial benchmarks, making it the more consistent choice, as the cost of being outsped by Zamazenta and Dragapult. The physical defensive is kept the same as in 36a, but SpD is knocked down to the range where most things 2HKO us.

Some may notice that both formes submitted here have the same SpA, this eases the practical usage of CAP 36 as head-calcs can then focus on just the STAB of each forme, as well as enabling CAP-Pirouette to emulate a +SpA on its Ice-type moves as they then become STAB for similar results as in the +1 SpA calcs brought up for CAP-Aria, enabling CAP Song to act as a pseudo Torch Song within easily verificable benchmarks for the purposes of Ice-type moves, notably requiring to run Blizzard over Freeze-Dry to reach certain KOs.
The way the spreads are designed allow CAP 36 to not be heavily constrained in EVs as to perform offensive and defensive duties at the same time depending on the forme to dynamically adapt to the match, but there's still freedom as to lean more into one or the other, especially as the Speed tier enables CAP-Pirouette to outspeed Ogerpon-W without any investment, easing the act to keep pressure against offensive teams even when leaning defensively, taking a note from Cresceidon's book. This spread also makes CAP 36 have to make clever management of the moves it picks, such as Freeze-Dry and Blizzard reaching benchmarks of note on certain targets.
Trying my hand at an even more Meloetta-style spread, where the individual stat values don't change at all but instead relocate between formes. And as is the case with Meloetta, this spread shifts Atk & Def to SpA & SpD, SpA & SpD to Atk & Spe, and Spe to Def post-transformation.
Aria Forme: 78 HP / 64 Atk / 136 Def / 74 SpA / 156 SpD / 92 Spe
CAP's standard forme prioritizes spreading burns and doing chip damage over scoring OHKOs vs. the entire targets list without first entering cleaner forme. Focusing more on mixed bulk and less on damage output draws clear boundaries between the two formes while supporting CAP's ability to switch in to battle. The natural bulk is very high without investment (Cresceidon Scald / Arghonaut Circle Throw: 36 - 43% | Tera Ghost CB Dragapult Phantom Force: 72 - 85% | LO Darkrai Focus Blast: 80 - 95% | +1 Zamazenta Body Press: 81 - 97%), and the lower SpA actually makes the 252 SpA EVs all the more relevant here (Landorus-T: OHKO w/ Blizzard | SpD Gliscor: 83 - 99% w/ Blizzard | Darkrai: 2HKO w/ SR + Inferno | Moltres: 99% chance to 2HKO w/Thunder). Couple that with the high-BP moves, guaranteed-Burn primary STAB, and Para-fishy coverage, and this spread can hardly be considered passive for a defensemon. To illustrate: presuming that any Fire/Steel-type with 92 Spe + Ice-type coverage would want to run 252+ Spe EVs, an equivalent spread running 252 HP / 252 Spe would be 78/64/109/105/125/92, which looks a lot less unsettling, I'm sure. I'm also heavily considering the fact that every stat submission here will run the risk of players abandoning CAP Song altogether and EVing for an impregnable statusmon to pair with other cleaners/sweepers that can use its efforts to set up for themselves. Having a more balanced offensive profile at least would be less obnoxious if that were the case I think.
I am also trying to be mindful of the fact that I’m submitting a pseudo-legendary BST. Generally speaking, I believe 600 BST submissions for CAP stats should be heavily scrutinized and require abundant justification. In this case, the fact that one of the two formes will need to meet offensive or defensive benchmarks with no relevant EV investment makes it feel like a necessity. And to justify such extreme measures, I felt it necessary to be especially cautious not to overly optimize the stats just because I am technically allowed to. I look at the all the in-game 600 BSTmons: the lowest subordinate attack stat amongst all of them is base 70 (Zarude). There are 31 Pokemon in this group that have three or more stat lines above base 100; 20 of them have both 100+ Atk and 100+ SpA, while the 10 that don’t either have all stats >70 or have <62 Spe (Tyranitar, Magearna, Melmetal). In other words, GF just doesn’t do dump stats at all at the 600 BST level outside of the special case Deoxys formes or slowmons. So, in order to justify a 600 BST spread I made sure to moderate its overall power, if not for precedent/optics, then at least for competitive balance. In this case, with a sub-70 subordinate attack stat, I moderated the dominant SpA to be just 10 points higher and stuck to only two 100+ stat lines, which both act as the feature stats of the spread. I know this puts the submission at a lower damage level than others, but I think it’s important to respect the source material and avoid abusing the generous BSR limit. The base forme doesn’t need to do everything on its own; that’s why it has another forme (and five teammates).

GF never did give us special Dragon Dance, sorry to say, so here we are, forcing it. I would’ve loved to go a little higher on Speed to outrun Zamazenta, Dragapult, or +1 Dragonite w/ Modest, but that’s okay. Max Spe anyway because CAP Song should absolutely feel like a setup move, even if you can’t stack it.
136 SpA OHKO’s bulky Gholdengo after SR w/ Inferno and 2HKOs Arghonaut after Leftovers w/ Thunder as the baseline. You can also 2HKO Zamazenta through Leftovers w/ SR + Inferno + Tera Ice Blizzard (thing’s bulky) while taking 57-67% from Burned +1 Body Press. Cresceidon is an easy 2HKO through Multiscale w/ Thunder, and it still can't one-shot a healthy CAP(p) with Scald (75 - 89%). If you still have your Air Balloon, you can 1v1 max SpD Equilibra through Leftovers (2HKO w/ Inferno), and if you Tera Ice, you can 2HKO Ting-Lu w/ Blizzard while turning its EQ from a near OHKO (85 - 99.6%) to a 3HKO (42 - 49.8%).
SpD takes a big post-Song hit as somewhat of a balancing factor, but the plus side is you can still tank a lastmon Kingambit Sucker Punch (70 - 83%; 84 - 99% @ Black Glasses) or +1 Tera Normal Dragonite Extreme Speed (80 - 94%) or even Revenankh Drain Punch (85 - 99.6%) if you’re healthy enough (or two if they’re Burned). It would be nice to avoid the RKO from Raging Bolt, but you can't have it all, I guess, and if it's that important, you can always settle for Tera Ground + Blizzard (guaranteed OHKO).
My brilliant plan with this spread: more use cases for CAP song! By having tank forme have >2x as much bulk as cleaner forme, it creates hypothetical scenarios where CAP song can be used in cases where cleaner forme is unable to secure an OHKO, switching to the tankier forme to eat two hits (or even just the one if tank still outspeeds) and then take down the opponent. In addition, having access to Encore creates the idea of using CAP song as a less-commital option to clicking encore against mons that outspeed tank but not cleaner and try to set up against tank forme.
This version of CAP35 can also go physical, in theory, with that 138 Atk stat. It's really hard to imagine it wanting to since the only physical move that really helps it is Knock Off, but it could be a fun heat strat to experiment with.
This 100% needs to be refined, maybe ditching Knock/Thunder to have more BSR in tank forme, but I definitely think there's some room for creative use cases of forme-swapping.
I decided to go with a spread that has somewhat more balanced bulk (Still has a slight bias on Special Defense obviously, but it's more mixed compared to other submitted spreads here imo) and aims to be a bit stronger off the bat. Both of my spreads were designed around the idea of running 252 SpA / 4 SpD / 252 Spe. Also, I decided to go with Thunder as a defining move as it allows to safely drop Freeze-Dry without really forfeiting any matchups, allowing us to fully take advantage of No Guard Blizzard without it feeling bad.
86 Speed ensures that with maximum investment, we are able to outspeed Gholdengo and Hisuian Samurott while still being outspeed by offensive Great Tusk. Originally, I was planning on going with more speed, but after thinking about it some more, I figured it would be best to have most of the relevant Ground-types outspeed us so they are capable of beating us 1v1 (But they are still not solid switch-ins due to Inferno and Blizzard obviously). 91 / 133 Special Bulk allows us to always survive Focus Blast from Life Orb Darkrai at full HP, which I figured would be very helpful against many Hazard Stack offensive builds as it gives us more opportunities to transform in a pinch against them assuming we still have Air Balloon in tact. 91 / 120 Physical Bulk allows us to always survive a single Body Press from +1 88 Defense Zamazenta at full HP, which admittedly was a bit of a last minute thing I set out to do, but given that it really only required a very small drop in Special Attack to achieve, I decided it would be best to implement to help the overall survivability of the spread. There's nothing particularly noteworthy about why I went with the Special Attack that I did, it was just the highest that I could fit in with the BSR limits that are in place, but it does make it notably hard to switch-in on which I find to be nice.

For CAP36p, I didn't really deviate all that much from most of the other spreads that were submitted thus far, with the most notable distinction being that it's the only spread we have that went with 151 Speed so far (Which I will go a bit more into detail on why I choose to do this later).
91 / 83 physical bulk ensures that we always live Sucker Punch from Black Glasses Kingambit as the last remaining mon from full HP (Without Black Glasses, it even survives after Stealth Rock damage!). Since I had already achieved most of the benchmarks I was aiming for with this set, and that I didn't really value having a ton of Special Defense on 36p anyways, I figured that we wouldn't be sacrificing much here.
151 Speed allows us to outspeed Choice Scarf Gholdengo. This was the highest benchmark that we established that I figured would be worth pursuing, as I don't actually put a ton of stock in trying to outspeed Speed Booster Great Tusk here. From personal experience, I actually don't feel that Speed Booster Tusk is super common in CAP right now, and given that I want to have Ground types win the 1v1 against us anyways, I'm fine with Speed Booster Tusk being able to force us out a single time (In fact, I actually think this interaction is pretty pro-concept, as it allows CAP36 itself to prevent Speed Booster Tusk from revenge killing it later on in the match). Additionally, Not having the additional BSR penalties allowed me to put a bit more into bulk, although I viewed this more as a bonus rather than something I was strictly focusing on.
The Special Attack and Special Defense are just the maximum amount that were allowed by SS and BSR limits respectively, there's nothing really special about why I choose those values in particular.

Because of our typing's common weaknesses and the mons which run them, leaning into physical bulk felt unwise. There are so many common physical attackers which can obliterate this type combo if forced to take a hit from STABs, from Ogerpon-W to Great Tusk and beyond. Yes, Inferno spreading burns will absolutely help, but that will not matter if CAP36 is being asked to come in on attacks, particularly throughout a game. Given how it will be optimal for 36p to be running max Special Attack and Speed with a Timid nature, our defensive utility will need to come from raw bulk rather than investment. Since physical bulk isn't an option, I decided to center my spread around one "big catch" bulk-wise: Chuggalong. Once boosted, it is such a scary threat that I thought speccing for that would, by default, make the special bulk significant enough to help us come in on other, weaker attacks. To that end, 87/162 special bulk is able to do this:

While this is only good for one attack and requires CAP36 to already be in, the fact that a set-up Chuggalong usually does not OHKO it with Surf (unless it's Tera'd, but to avoid that would literally take another 65 SpD LOL) when rocks are up is a huge hallmark of bulk. In return, 105 Special Attack is just enough to kill a boosted Chuggalong with Blizzard after rocks, since it loses a third of its HP to boost.

The special bulk is obviously good for more than just Chuggalong though. LOrb Darkrai Focus Blast never can OHKO, even if 36 is hurt with Stealth Rock. Boots Kyurem needs rocks to have a chance to OHKO (and even then it's a roll). Without rocks, Gholdengo Shadow Ball is a 4HKO; Specs Pult is always a 3HKO, even with rocks. Specs Iron Moth only 2HKOs with Fiery Dance when rocks are up (otherwise it has a 2% chance to 2HKO lol). Walking Wake Surf is a 2HKO. These calcs and others show that CAP36 can tank various special attacks — even certain super-effective ones — once on the field. This allows it to do what it wants, whether to spread status, click Knock Off, or transform.

While the physical bulk had to be fairly minimal to make room for the special bulk, two Pokemon in particular demonstrate that it is not complete tissue paper against physical moves. Specifically, Kitsunoh cannot 2HKO us from full with Shadow Strike even when it gets the Defense drop. Additionally, even with rocks up, we have a very good chance of living a 5 allies Kingambit Kowtow Cleave and always survive a Sucker Punch, meaning CAP36 can close a game against it with Inferno, no transformation required. Obviously, this has knock-on effects for earlier points in the game.

Stuff weak to our moves will not want to come in lest it guess wrong, but it is not so high that dropping CAP Song altogether will work out. 92 Speed was chosen to outrun all Landorus-Therians. Given Gliscor does not run speed investment, this is the "fastest" Ground-type that we would ideally like to strike with a Blizzard before it blows us up with a quad effective move. While this is relatively fast for a "defensive" mon, it does help encourage investing in speed, which 36p absolutely appreciates.
So as it turns out, there is no statistical benefit to having a ludicrous (like 150 SpA or smth) level of power behind our moves that is not massively outweighed by how far speed has to go down. For example, dropping to 126 speed would grant a maximum special attack stat of 139 (compared to this spread’s 137) given the 175 SS limit. As such, I thought that I might as well make 36p as fast as possible. This allows 36p the maximum chance to press the advantage, as outspeeding basically the entire metagame allows it to always strike first and clean as best it can. While others may simply go slower to have more bulk, imo we really do not need to be bulky in the cleaner form; trying to calc significant bulk calcs is very difficult since we basically never will be at full HP when we transform, and we should always be hitting first either way. We really just need enough bulk to handle priority users. The only significant ones worth mentioning are Kingambit Sucker Punch and Raging Bolt Thunderclap. While I wasn't sure what level of HP to assume we have when transforming, I ultimately decided 70% was a generally solid level; we certainly would not be considered "healthy", but it is also not so low as to make doing any bulk calcs impossible. If our HP is higher than that, great. With that in mind, Kingambit's 3 Allies Fainted Sucker Punch is a roll heavily in our favor, while we always live Raging Bolt Thunderclap.

The general idea behind these spreads and their defining moves is allowing a little bit of flexibility. Obviously we always run CAP Song and Inferno. However, I do not know whether it will be better to have more overall utility, particularly in base form (other slots being Freeze-Dry + Knock Off) or more overall power, particularly in cleaner form (other slots being Blizzard + Thunder). As such, giving all three of these moves allows the Pokémon to see what works better for it (and have a very small sliver of unpredictability).
This submission includes maybe the "frailest" of the Aria formes, with increased power allotted into giving us both Knock Off and Thunder while preserving offensive strength. Additionally, it's the only one on this slate that allows us to outrun Great Tusk after transformation and, yet again, assumes good defining moves versatility. I enjoy having at least one of our stat submissions allow us the most for movepool; it's a different type of strength that I think is unique among the submitted options, and Pirouette's SS is basically just a slightly stronger Darkrai.
85 Speed allows the base forme to outpace Gholdengo, preventing it from easily using Thunder Wave as a sack turn against CAP 36 or sniping it with Focus Blast. 110 HP + 134 SpD lets CAP 36 survive a Kyurem Earth Power from full, a helpful calc for HDB sets. This special bulk also accounts for living attacks like Life Orb Darkrai Focus Blast and +2 Chuggalong Surf. The physical bulk of 110 HP + 104 Def is for +1 Zamazenta Body Press, allowing CAP 36 to survive one from full to either transform or burn it.

The given speed allows for CAP 36 to outpace Choice Scarf Gholdengo, which allows CAP 36 to really shine as an offensive Fire-type. It also outpaces niche sets like Choice Scarf Hisuian Samurott that could surprise CAP 36 with a KO. The special bulk here has been largely ignored, as it makes more sense to utilize passable physical bulk in conjunction with Inferno's burn to generate staying power. The key defensive calc I targeted was Kingambit's Sucker Punch, which this spread can live from full even with five teammates KOed and Tera Dark. 134 SpA was chosen in order to usually 2HKO Multiscale Cresceidon with Freeze-Dry. It will always 2HKO with Thunder.

This spread aims to capitalize strictly on 36a's fantastic STAB Inferno alongside its temporary non-STAB Blizzard and Freeze-Dry, which are powerful coverage nonetheless. I thought since most spreads that have been talked about/submitted revolve around the use or either Knock Off, Thunder, or both, that it would be unique to explore a stat spread that takes away all penalties (at least for the base forme) and strictly pumps up all the stats to maximize the bulk and damage output. 96 Speed allows 36a to outpace some major threats such as Kyurem, Landorus-Therian, and Tinkaton to either cripple them or take them out before they cripple 36a. 107 Special Attack is a specific threshold as it allows 36a to KO +1 Chuggalong with Blizzard after Stealth Rock and Clangorous Soul damage while conveniently missing out on the KO against Max HP Lando-T with Freeze-Dry; therefore, incentivizing CAP 36 to use Blizzard alongside Freeze-Dry. 100 HP alongside 134 Special Defense allows CAP 36 to live +2 non-Tera Water Chuggalong's Surf once and LO Darkrai's Focus Blast. Furthermore, with Assault Vest, 100/134 can live +2 non-LO Darkrai's Focus Blast as well most special Ground moves from the likes of Kyurem and Equilibra. The Defense is nothing of note benchmark wise; however, it does allow 36a to live some weaker Fighting moves such as Revenankh's unboosted Drain Punch or Kitsunoh's Close Combat.

Ultimately, I decided I wanted 36p to outspeed Dragapult for sure and as SunshineFuture mentioned, there is no real need to not just go for broke and hit the max Speed of 156. However, I think leaving +1 Great Tusk as an offensive check is huge for us to have some counterplay and therefore decided my 36p spread should sit at 151, which outspeeds Dragapult as well as Choice Scarf Gholdengo. I also kinda like how the defenses became ~even with this statline as well, showcasing a "takeaway" from 36a's defenses and pumping them into 36p's offenses (from Def --> SpA and SpD --> Spe). 133 SpA allows CAP 36p to maximize the damage output from its offenses, capable of OHKOing Raging Bolt with Blizzard and 2HKOing Arghonaut with Freeze-Dry or even AV Alomomola with Tera Ice backing it as well. As for defensive benchmarks, thanks to the base HP, 36p has quite a bit of bulk still, capable of living priority moves so long as it is healthy or has very minimal chip (despite that probably not being the case more often than not).

I'll write about dex's and kenn's submissions together, as they're actually quite similar save for two differences: dex has a notably bulkier but weaker Aria with an assumption of Thunder or Knock Off, whereas kenn has a stronger but frailer Aria with the only defining moves assumption being Freeze-Dry (no BSR penalty). The Aria formes are quite similar in terms of SS and overall tankiness, with the most notable difference being that kenn's underpaces Choice Scarf Hisuian Samurott, whereas dex's is faster. A key question here: are these submissions distinct enough to slate both, or should we be picking one?
In order for this CAP to truly want to spend a turn to transform, we need to make the transformation as intuitive and enticing as possible. The main way we do that imo is by designing a stat spread that is most aligned with the goals of the pirouette form, but notably, can also work well on the aria form.
My key philosophy with this stat spread is to ensure we can tank the hits we want to be able to tank, but still have the firepower necessary to exert pressure on both avenues and make flexible forms of progress. I designed these spreads around Knock Off and Freeze-Dry; these are excellent moves and ones I think we would really like to have. Although Thunder + Blizzard as a combination is wholly stronger, I believe Freeze-Dry as our primary Ice-type STAB is more important as it means we have movepool flexibility, whether that's to improve our resilience or welcome more effective midground options such as Taunt and Knock Off.
The primary thresholds I aimed for were Pokemon that have access to strong priority that we have the ability to threaten. Kingambit Sucker Punch, Raging Bolt Thunderclap, Extreme Speed Dragonite were all options I considered. If you go for Cresceidon's Speed tier, you get 144 HP EVs, which also help hit a few ranges mostly as an accent. However otherwise Max Speed and Max Special Attack were the primary investment considered, which you would want the Pirouette form to rock. I also think Dragapult as a break point is perfectly adequate as Booster Energy Pokemon can be disrupted and Gholdengo can Trick its Choice Scarf into teammates like Ting Lu, and with that we can afford some more bulk to tank the priority moves we want CAP 36 to be careful with.

ausma's submission follows what a lot of submissions and discourse ended up thinking: Thunder may not be that required due to Freeze-Dry sufficing in many cases and Knock Off covering the cases it misses out on (Fire-types). It gives us resistance against priority moves quite successfully in our Aria forme, which was a discussion point in our last stage, and is our bulkiest(?) Aria forme of them all despite not really dropping much strength there other than Speed. Where we see the biggest strength drop may actually be in Pirouette, as this is the lowest SS submitted and the slowest stat spread too.
I decided to go with a spread that has somewhat more balanced bulk (Still has a slight bias on Special Defense obviously, but it's more mixed compared to other submitted spreads here imo) and aims to be a bit stronger off the bat. Both of my spreads were designed around the idea of running 252 SpA / 4 SpD / 252 Spe. Also, I decided to go with Thunder as a defining move as it allows to safely drop Freeze-Dry without really forfeiting any matchups, allowing us to fully take advantage of No Guard Blizzard without it feeling bad.
86 Speed ensures that with maximum investment, we are able to outspeed Gholdengo and Hisuian Samurott while still being outspeed by offensive Great Tusk. Originally, I was planning on going with more speed, but after thinking about it some more, I figured it would be best to have most of the relevant Ground-types outspeed us so they are capable of beating us 1v1 (But they are still not solid switch-ins due to Inferno and Blizzard obviously). 91 / 133 Special Bulk allows us to always survive Focus Blast from Life Orb Darkrai at full HP, which I figured would be very helpful against many Hazard Stack offensive builds as it gives us more opportunities to transform in a pinch against them assuming we still have Air Balloon in tact. 91 / 120 Physical Bulk allows us to always survive a single Body Press from +1 88 Defense Zamazenta at full HP, which admittedly was a bit of a last minute thing I set out to do, but given that it really only required a very small drop in Special Attack to achieve, I decided it would be best to implement to help the overall survivability of the spread. There's nothing particularly noteworthy about why I went with the Special Attack that I did, it was just the highest that I could fit in with the BSR limits that are in place, but it does make it notably hard to switch-in on which I find to be nice.

For CAP36p, I didn't really deviate all that much from most of the other spreads that were submitted thus far, with the most notable distinction being that it's the only spread we have that went with 151 Speed so far (Which I will go a bit more into detail on why I choose to do this later).
91 / 83 physical bulk ensures that we always live Sucker Punch from Black Glasses Kingambit as the last remaining mon from full HP (Without Black Glasses, it even survives after Stealth Rock damage!). Since I had already achieved most of the benchmarks I was aiming for with this set, and that I didn't really value having a ton of Special Defense on 36p anyways, I figured that we wouldn't be sacrificing much here.
151 Speed allows us to outspeed Choice Scarf Gholdengo. This was the highest benchmark that we established that I figured would be worth pursuing, as I don't actually put a ton of stock in trying to outspeed Speed Booster Great Tusk here. From personal experience, I actually don't feel that Speed Booster Tusk is super common in CAP right now, and given that I want to have Ground types win the 1v1 against us anyways, I'm fine with Speed Booster Tusk being able to force us out a single time (In fact, I actually think this interaction is pretty pro-concept, as it allows CAP36 itself to prevent Speed Booster Tusk from revenge killing it later on in the match). Additionally, Not having the additional BSR penalties allowed me to put a bit more into bulk, although I viewed this more as a bonus rather than something I was strictly focusing on.
The Special Attack and Special Defense are just the maximum amount that were allowed by SS and BSR limits respectively, there's nothing really special about why I choose those values in particular.

DPM's spread aims to make use of Thunder + Blizzard, which has been talked up as likely our strongest combination many times over now. A point of emphasis here. Like dex and kenn, we get the funniest Gholdengo matchup possible, outspeeding non-Choice Scarf in Aria and outspeeding Choice Scarf in Pirouette.
