Original match ^. Turn 1, Wildbolt misses both Buzzwole (who has the Utility Umbrella) and Cresselia (who is confirmed to be Leftovers at the end of turn 3.

I replicated the same interaction in a different format, same result (the partner of the Utility Umbrella holder can still dodge each of Wildbolt, Sandsear, and Bleakwind Storm under Rain). Here is the team used on both sides, for reference:

To test for whether damage is affected, I used a Kyogre with the following calcs at play:
252+ SpA Choice Specs Tera-Water Kyogre Water Spout (150 BP) vs. 252 HP / 196 SpD Calyrex-Ice Rider: 160-190 (77.2 - 91.7%) -- guaranteed 2HKO after Leftovers recovery --> Utility Umbrella affecting partner Caly Ice
252+ SpA Choice Specs Tera-Water Kyogre Water Spout (150 BP) vs. 252 HP / 196 SpD Calyrex-Ice Rider in Rain: 240-284 (115.9 - 137.1%) -- guaranteed OHKO ---> Utility Umbrella not affecting partner Caly Ice

As you can see, there was no critical hit on the Caly-Ice, and I used the same Regice set as above. Somehow, the damage reduction effect is not working on the Utility Umbrella holder's partner, but the ability to turn off the sure hit ability of the 3 storm moves is.
I'm unsure what this interaction looks like on cart.
