What is the bug?
Recycle does not appear to be implemented as intended in Generation 3. As it is described in many sources, including in the Gen 3 OU move description (Screenshot here), Recycle is supposed to restore the last consumed item used by a Pokemon in the recycle user's position. This means that in theory a berry consumed by teammate 1 can be recycled by teammate 2 in singles, so long as teammate 2 does not have an item equipped. In testing, this does not seem to be working as intended. Please see the below replays for multiple attempts.

Yes, simply have a Pokemon consume a berry, swap to a Pokemon with recycle (which cannot have a held item), and click recycle.
