The TM list contains the set of all levelup moves as well for the most part. Something like Tackle probably isn't a TM unless it's on a mon that doesn't have it in its levelup pool, like most Metronome users.

What I'm pleasantly surprised about is that Delibird has an actual proper levelup moveset for once. Though Present isn't even in the game now.

True, but for Meganium specifically, it is a starter with a new Mega. Dazzling Gleam and Earth Power were probably added mostly because it needed STAB and because its special movepool is otherwise barren without it. Its Sp.A increase is sizable and would have gone to waste if all it could use with it were Normal, Grass, and Fairy moves.

These are two moves I'm confident Meganium will be keeping in Champions.
