oh you're right, i misread phoopes' role. ShyPebble phoopes role makes all actions ON psy empowered (which also explains why he claimed)
so this is what happened imo
A has the abiolity 'add an extra target to 2 player's night actions'
A uses this on me and phoopes, targeting [who knows] for me and tommy for phoopes
thus phoopes is targeting both psy and tommy, empowering them
tommy's empowered neighbourizer ability beats psy's empowered ability which is presumably a redirect for anything targeting psy (this makes sense to me at least)
thus tommy makes a neighbourhood

well psy's ability seems (from what hes said) to be an ability redirecting every action upon him to bliz. which is the sort of thing phoopes's empowerment stops
idk my guess is they just added tommy bc hes well known and theyre assuming its more likely they hit a beneficial action than a neg action?
i shouldnt have put that tommy's empowered ability beats psy's empowered ability bc as shyp pointed out psy's empowerment doesnt matter
