It can be either, but generally the idea is for a Pet Mod to add new Pokemon/moves/ability etc or change existing ones. It's not as common for them to be simple rule changes.

It can be either, but generally the idea is for a Pet Mod to add new Pokemon/moves/ability etc or change existing ones. It's not as common for them to be simple rule changes.
So that would include fakemons and rebalance ideas?

I want to create a tournament on Limitless based on Z-A OU. It will be a VGC style tournament.
Full ruleset:
Only Pokemon obtainable in the base game of Legends Z-A will be usable (nothing from the DLC)
Pokemon will have the moveset of their last mainline game + any additions from Z-A + Tera Blast (if they can learn TMs) - moves cut by Dexit not returned in Z-A
All Pokemon set to level 50
Double battles, bring 6 pick 4
Open teamsheets
Item Clause
Species Clause
Terastylisation and Mega Evolution are both legal
A Terastylised Pokemon cannot Mega Evolve
A Mega Evolved Pokemon cannot Terastylise
Banned Pokemon
Mewtwo

Can someone make a Pokemon Showdown challenge code for this please? You don't need to do anything for moves, or banned Pokemon, as we can request judge rules on that (plus I plan to make some examples of legal vs illegal movesets).

Any updates on this idea? Tried Z-A doubles VGC speculative on PetMod but its bricked
Got a code, but other stuff has come up so I don't have time to organise it. It's all yours if you want (Mega Chesnaught has been confirmed to have Bulletproof). It also had some quirks. Namely I had to run a custom game to get the new megas in, but Mega Starmie was stuck with base 140 Attack stat and that high of a stat with Huge Power was too much, so it would have to be banned. Also, everything needed to start the fight in its mega evolved form, otherwise the new megas would revert to their base form's abilities.
