I can kind of confirm this, because it didn't say that in my role either and I needed to confirm what counted

Grammatically speaking it could have been either
Like i'm not allowed to copy paste but the pm is split into what are effectively two different sentences: one of them specifies EOD (votes that i can't target) and one of them does not (the amount of votes i need)

Id think it would be obvious because whats the point of a conditional role if the condition is basically trivial.

I will back this though, my role had "Cannot vote" as a wording and we still had to test if it made my vote weight zero, prevented it from showing up at all, or had to rely on the threat of modkill to actually work
