Maniac can't switch it. First, because it isn't really necessary to fit the design and the stats perfectly. Second, because the spread that won DOES NOT have 90 Attack, it has 90 Special Attack. And third, because switching it would change its ratings, making it too physical, and not being in the ranges voted.

First, because it isn't really necessary to fit the design and the stats perfectly.
True and I don't disagree with you, but I just believe that Cartoons' desgin is better suited for physical offense. The more I think about it, the more I think of Volbeat with it's stat to movepool relationship.

Guh, it's true. Long Legs was designed primarily as a physical attacker, with a few whimsical element to make special attacks seem at least a little plausible...

The community seem to be ignoring it's stat allocation and probable movepool options over some hand creature that they believe fits the Utility-role like a glove. Utility isn't a thing, it's a freaking job description within a team. I've been saying this for like ever, it's job is to be a utility first and a special attacker second.
You seem to be hitting on a problem that I've noticed as a pattern to some of these polls. Some individuals (and I'm certainly not calling out everyone or anything) are ignoring all the rest of the polls already voted on when they approach a new poll. Voting on their favorite aspect of each poll without really thinking about how it fits in with the rest.

The more this happens, the more disjointed and awkward the final result will be. We need to think not just simply what's our favorite choice out of the variety provided, but what's our favorite choice that works with the aspects already decided.

It's definitely something to think about.

I'd really suggest everyone who already hasn't to read Lorak's post in regards to what the design should have to support the movepool we want, and to really think about that Special Attack we've already give it. In my highly biased opinion, the SmogImp is the only one that supports everything.

this is an art poll. why should we not vote for what is clearly the best art just so we can "fit the stats?" there are plenty of anomalies throughout the 493 pokemon so it's really no big deal. and in this case it's not even really too much of a stretch.

and that's why i added in that cartoon's isn't too much of a stretch. i can understand if we're going for an azelf type special sweeper and have something that looks more like rhyperior, but the stat spread we're using leaves a room for the art to vary. it's not really that difficult to imagine any regular pokemon having that spread.

The community actually wanted it physical based based on previous stat poll and that whole "Gravity + EQ = Love" thing, but when no of them made it to the finals they had to make do with Manic's(mostly because higher HP and strong offense).

If the community REALLY wanted it to be physical then they would have voted for one. It didn't get enough votes, ergo, the community didn't want a physically based one. Else, your spread, my spread, or a similar spread would have won.
Now if the stats' offense were physical biased then Cartoons drawing would work perfectly, but since it's a special attacker it falls short on itself. The community seem to be ignoring it's stat allocation and probable movepool options over some hand creature that they believe fits the Utility-role like a glove. Utility isn't a thing, it's a freaking job description within a team. I've been saying this for like ever, it's job is to be a utility first and a special attacker second.
You just proved yourself wrong in a way. It is supposed to be a utility pokemon, not a primary special attacker. Cartoons! drawing looks like a utility pokemon. It doesn't matter that it doesn't look like a special attacker because it isn't it's primary roll. What is a special attacker supposed to look like anyways? Does Palkia look like a special attacker? Not really, it looks like it's going to pound your brains out. Does Yanmega look like a special attacker? No, it looks like it's going to swoop down and carry you away. You can't really say something doesn't look like it could be a special attacker if you don't know what a special attacker looks like in the first place. For my last point, in any other anime, how do characters use a hyper beam like attack? With their hands. Hadouken anyone?

Edit: damnit why won't it resize?

The art should have been decided last really...so something like this doesn't happen.
It's as far back as it can go without just getting ridiculous. Ability and movepool are based on the art. Everything after that isn't only based on art, but uses it as a stepping stone.

It looks like a utility Pokemon? Utility is a term we're using to describe this critter's job. Utility is not a visible/tangible object we can use to judge which Pokemon look like it's a utility or not. How does Cartoons' drawing look more like a utility Pokemon than the others when we don't even know what a utility suppose to look like.

Also, just because it's a utility driven Pokemon those not mean we need to completely forget about it's damn stat. Stat and appearance do go hand in hand regardless on how vague it is.

You can't really say something doesn't look like it could be a special attacker if you don't know what a special attacker looks like in the first place.
The same can be said for a Utility Pokemon. I'll stop arguing at this point because people seem to don't give a shit about it and if Cartoons wins, I have a name planned for it.

Zantimonious - Cool artwork that fits in decently with the typing. Not too sure how it holds up with the utility concept.

Absolution - Your imp would make a fantastic poison/dark contender, but I don't think you represent the ground type well enough. I could see it feasably using a large utility movepool.

I really, really, really wish you put something on its head BESIDES a stark-white horn though :/

Cartoons - This pokemon fits the utility theme very well. I'm not sure I see the typing represented well.

No matter how I look at it, large ball joints with spikes screams "steel type."

Cerbi01 - It really gives off a spooky Claydol vibe. I could see it being a ground/ghost just as easily as a poison/ground.

Cyzir - Very, very creative concept. The art, typing, stats, and flavor fit pretty well.

DJD - I'm very against the whole "if it doesn't look like it can use magical utility skills PUT GEMS ON IT" school of thought, but yours actually just straight up looks mystical enough to where it all works out pretty well. That face, it's like I can see forever...

Elagune - The pokemon equivelant of gannondorf. I just can't get enough of that regal smirk on its face. It looks 100% like a dark type.

Those are my opinions.

"Daddy Long Hands" by Cartoons! is such a mind-blowing and original masterpiece. Although some other artists (Doug) put a lot of time and effort into their work, Cartoons! still has the most fitting art design by far.

cmon it's not too late for Elagune's design to make it to the finals!!
Though I still wish it were brown...

to anyone who thinks it looks like a dragon, cartoons! design looks MUCH more like a steel type OR a bug type than a ground type. Though I do love it. It's just not a valid argument against Elagune if that's all you have to say.

On a poll where you're allowed to vote for multiple options, including your third, fourth, or even seventh choice and all carry the same weight, something having more votes doesn't dictate that it's the most popular.

I think we have a clear winner.
That would be the case if it wasn't for the nature of a multi-click poll on the whole. Since you could easily argue that Cartoons wasn't a first preference of many, and it's theoretically possible that nobody actually likes Cartoons the most >.> This obviously isn't the case, but it's a possobility that must be adressed with a single-vote poll. At the moment it looks like the arts with 50+ votes will go through, but that doesn't mean one of the arts without 50 votes will go through if it can muster up the votes it needs, it's all relative to the other results when the poll reaches it's conclusion.
