Yes, they are, for the roaming ones. No, they aren't, for the Southern Island counterpart.
So I'm having a problem logging onto the Smogon Shoddy Server. I go to Advanced(Official Server is the only one that shows up), and the required information is already there. I click Connect, and it goes unresponsive. I went through this process several times before deciding to wait awhile to see if it's super slow or something, and eventually a window pops up saying I timed out. Any ideas what I should do?

This is exactly whats happening to me. Glad to hear its not just me >.<. I tried Official as well, and that didn't work, so I assume the program is at fault. Anybody know what to do or whats going on?

Both Smogon and Official servers are down, maybe?
The problem's not with the program; I was able to manually connect to Captain's Modded Server a while ago. I was also able to manually connect to the CAP Server shortly after that.

SO basically, ROAMING GBA pokemon have fuck iv's? (Lati@s, Dogs)??? and does it also apply to Emerald? If so.. Im crapped out of getting a good Legendary dog and a Good Latios.. I have a good Latias here though..

Totally hypothetical question that most likely wouldn't happen (or matter), but just curious:
Suppose a Smeargle has the moves Roost and Conversion 2. Smeargle gets hit by a ground attack and then uses Conversion 2, which changed Smeargle's type to flying. Smeargle is faster than opponent and it uses roost. What is Smeargle's typing at the turn it uses roost?

It becomes Normal back again, Since it has only one type.

You aren't on the Latis, you are on the dogs if you lack Colosseum and a GBA/GC cable.
Wrong, it becomes typeless for that turn and has no weaknesses or resistances. Normal isn't the default type, it's a type like any other.
My bad, I thought it would turn back to its original type since type ??? Curse is only a move..I didnt know a ??? typing.
And what if the Latis were roaming in Emerald, would they have bad Iv's?
Im hopeless on getting a good dog, except from the GTS.
Interesting note that using Conversion2 in Shoddy, BPing to something like Tyranitar or Regirock, and using Curse will make them typeless. An obscure bug.
Typeless isn't really a "type", but when you roost all you do is lose the weaks / resists of Flying rather than "change type". In practice it's the same thing.
