Before reading, sorry for my english, I'm not american. I don't know if you already had this idea before, but what about making low-level ubers available? We choose a level for everyone. If a uber is still overpowered, we set an even lower level for it, or we just ban it. That would expand the metagame in a very cool way. Think how many new strategies them would bring.

Because right now there are a bijillion ^ bajillion things that take higher priority on our testing of suspects.

Basically never.
Even with a lower level, things like Groudon and Kyogre would flip the metagame upside down, completely changing everybody's battling styles. I don't think it would be a very good idea, the metagame doesn't need to expand, it already has a lot of usable Pokemon and many great strategies have yet to be discovered. If you want to use Ubers then go play on the Uber Ladder on Shoddy.
