nardd, I'd go with a slightly darker blue for the body, and maybe a brighter yellow. Right now, it's.. I don't know, sort of running together, the darker shades. I'm not really feeling the electricity. Otherwise, it's a nice sketch, and I like the coin (I think?) his tongue's holding.

Here's my first concept. I started off with the idea of a spark plug - I've always loved the shape of them - and went from there.
And yeah, I realize it looks a little Rampardos. I didn't notice at all until I put the leg up like that. ^^;; I might slim it down or bulk it up a little later to alleviate that.

Doomsday's is really creative, but I can't imagine a Pokemon being an electric guitar (unless [no please no] it was another Rotom form).
Aty's, Doug's, and Cartoons!'s are my favourites right now. Anyone who tells Aty to get rid of the pink fur can die.

nardd: Try making his lips the same color as his bracelets and have a little bit of lightning shooting from below the cloud. Just my opinion.
KoA: Yours reminds me of a bottom dwelling centipede, with the arms being fins or something. Its quite epic.
CactuarJoe: Looks really nice, but the wings? They seem a little random.
Buffalo Wings: Also looks epic. It would seem painful for it to close its mouth judging by the size of it's "tooth". Needs to be colored! =)

Basically, let's take a stegosaur but replace its plates with light bulbs. Also yellow-purple complementary colors.
This is so goofy that I have to vote for it! It really stands out from the others.
Rough sketch for you guys. My inspiration for this Pokemon was the mythical Ouroboros, the dragon biting its own tail, and also the idea of a complete circuit. Its head is based on crocodile clips.
I really like this one. You should keep going with it.
First draft of my design. Colour scheme is still up in the air and general traits may be changed depending on ability and bias later on. The hair down its back is charged with static and forms wings.

Here's a sketch of my redesigned design. I tried to make it more dragon looking by removing the fur from the head and limbs and shifting it to a bipedal stance.
EDIT: I forgot the stripes.
Hmmm, Taicho's pokemon looks very nice, though as someone mentioned earlier, looks kinda fat, a little bit more fat than the perfect balance IMO.
Also, my favorites right now are Atyroki's Cutemon and Velvet's Circuitmon, awesome ideas with awesome designs.

@vader: A bunch better than the original; it still reminds me of Electivire, a bit. Perhaps brighten its coat a little, and add some scale textures? Looks good!
@41victory: Wow. Nice! It looks really good; you should color it. Right now, the only thing I'd nitpick is the claws look a little bit "unuseful."
@nard: Keep it on the cloud. It looks a lot better. Texture the skin!

tennisace is pleased... aw who the hell am I kidding it's brilliant! I like how its cute but not TOO cute. Your first one could almost evolve into the second one (Though I do like the spirals at the base of the wings better like Misaki-chi said). I'm also impressed with Aragornbird's design, it's actually really creative and not "bog standard fangs/claws/wings dragon".
Well, for one, it's WAY too overdetailed. Try making it only a few colors...And.. I need help. Please?
Also, the eyes & mouth looking like that make it look like it's almost retarded or something (I'm not saying it is a retarded design, I'm saying it looks... dimwitted... Or confused. Or something. Probably because those indents look like pupils. It looks like it's looking up & back. And a bit crosseyed.)
Try fixing the mouth and eyes a lot...

pkmn-taicho's first offering...it had a more badass feraligatr quality to it
Cartoons - viking thundergod feel to this heavy bastard
DougJustDoug - could I recommend perhaps removing the back set of legs...this might give it that slight forward hulk that gyara has...a more predatory style to it...
Mutant's second one....does remind me a lot of Ridley from Metroid though...I do like the idea of a dragon MADE of lightning a lot
Princess_power - try elongating the head a little, and perhaps something more solid on the tails to define them a little more?
Yilx - both are good! although the second one looks like a shelgon-esque pre-evo of Cartoons' - a comment on the first pic (the one with more potential imho) is that the 'batteries' on his back could be changed into a more power line tower? I like the concept very much though.

I think the arms look way too thick... Doesn't really fit well.
...And the legs look like they snap on and off. o.o
Try erasing some of the line, so it looks more connected...

Hey, been lurking in CAP for a couple days.
I like this design better now that it's bulky. May I suggest adding more "tatoo's" on it. Maybe more on the arms or one over the pectoral area that covers it. It will make it less plain.
Before I post my work i'd like to say that out of all Cartoons! work has really stood out to me. It looks as if it jumped straight out of Chinese myth to invoke wrath upon us all. ;p
As for this i've decided to stay with white/grey for the main colour. Now for some info.
I've based this on the presumption that this will be slightly defensive but didn't want to go with a potbellied look that some dragon typed or dragon-like creatures already have such as Dragonite, Salamence and Charizard. I came up with this sleeker design that despite the black I tried to make it look somewhat gentle (fixed slightly this update) and not eat your face aggressive like Garchomp and Salamence. I'm not a lover of the cuteness bandwagon.
This Pokemon can stand and move on its hind legs however it prefers to move on all fours. Static electricity runs down the fur on it's back and causes it to stand on end forming a wing-like formation on it's back that are normally useless for flying. When its fur lies flat and lifeless it's taken as the first sign of illness. Finally unlike most dragons this Pokemon is generally mild tempered and like to carry children and small Pokemon around on its back.
