This one needs work with sweeping. My only sweeper is Kingdra. :/

It still works well, though.

I love Zapdos as a lead because it can set up and come back late game if I need him. I obviously start with Rain Dance, and then depending on the situation, I use a different move. I use Thunder against opponents weak or neutral to Electric. I use U-Turn on those that resist Thunder, those Zapdos lose to, or if I just need to switch out. I use Roost when low on HP.

Swampert is my pseudo-lead. I call him this because I usually U-Turn into him after setting up with Zapdos. This is so I can set up Stealth Rock. Aside from that, I usually only use him when I need to.

"Teh Wash!"

Rotom-W is that Bulky but powerful thing I need on this team. Thunder works better with Rain Dance than Thunderbolt does, and Shadow Ball gets rid of Ghosts, Psychics, and other stuff. Hydro Pump is obvious. Rotom is a great tank.

In my opinion, making a team without even considering Scizor is madness. And it's kinda odd not adding him, with how much of a demon he is. I took the Choice Band set and dropped Superpower and Pursuit for Roost and Rain Dance. This gives more support, as well as weakens Scizor's only weakness: Fire.

My only sweeper (and really, that's a problem). This is really devastating. More than likely I'll already have Rain Dance in effect, but I still have it here just in case. Then I either Hydro Pump or Waterfall. More than likely Waterfall. Draco Meteor is there in case Water won't work. Not much else to it. Ironically, Kingdra is my only Pokemon NOT holding Damp Rock.

When looking at this set, I notice how this is quite a lot like Scizor and Zapdos (which in turn are highly similar to each other). There isn't much difference aside from typing, so I don't really know how to explain Latias aside from that she's here to take care of Dragons.

I don't think this should be your lead. I suggest using Swampert as your lead. Also, I suggest Kabutops over Zapdos. Kabutops is a great Rain Dance sweeper.

This should be your lead in my opinion. Also, I think you should change to an Impish Nature and use Waterfall over Surf.

Rotom is a great tank. However, I think a change in EV's is needed to make it more tank-like. You should change to the standard 252 HP / 168 Def / 88 Spe EV spread. Also, changing to a Bold Nature helps.

Scizor is great under rain. It can live through a Fire type move! Seriously though, I suggest Swords Dance over Rain Dance. And the item can be an Iron plate if needs be.

I don't think you should have Rain Dance on a sweeper. Have you tried using Substitute in the last place? That may prove to be better, blocking status effects and letting you sweep.

I feel that Ludicolo is needed here. Under Rain, Ludicolo can outspeed a +1 DDMence and OHKO with Ice Beam.

The last place is mostly filler. It gives you a third Rain inducer and lets you sweep.

At most, a sun/rain team should have about 3 inducers. Its definately a change of pace, but there was a noticeable lack of Pokemon who can effectively abuse Rain. I definately think you should try out Ludicolo and Kabutops.
 
You have too many Rain inducers and not enough abusers. If you want rain and Stealth Rock, I'd suggest running Jirachi in the place of both Zapdos and Swampert, using the set:

This frees up a spot for another Rain abuser, whether it be on the special side (using Ludicolo), or on the physical side (Kabutops or Qwilfish). You can see the sets on the analysis.

Also, I'd replace Latias for another Rain abuser. If you chose Ludicolo for the other rain abuser (not named Kingdra), chose Kabutops or Qwilfish, and vice versa. Kabutops comes with power, and Qwilfish gives you the option of absorbing Toxic Spikes, which absolutely bone rain teams and it also gives you the option of Explosion to take out an annoying wall. I'd also replace Rain Dance on Kingdra for Signal Beam, which takes out Starmie and Celebi that really piss Rain teams off.
