Explosion is TM64. To get Rapid Spin, breed a Male Blastoise/Wartortle/Squirtle with a Female Kabuto/Kabutops. Breed a male RS Kabuto/tops with a female Cloyster

why would scarf lucario need dual priority?

wouldn't you want/need ice punch/hp ice to catch gliscor by surprise when you outspeed?
 
Um, that doesn't sound very good, ColdEye, but okay:

Lucario @ Choice Scarf
4 Atk / 252 SpA / 252 Spe (or something similar)
Naïve / Rash
Inner Focus
- Shadow Ball / Dark Pulse
- Close Combat
- Hidden Power Ice (though I suppose you could use Rock, we were discussing special HP on #stark earlier, but ehhh...)
- Vacuum Wave / similar filler move here

I'm assuming you want specially-oriented, because there's not much point to a physical mixed Lucario... though I guess you could run a +Spe or +Atk nature and just run HP Ice for Gliscor.

Don't use Shoes's set, please; the EVs don't make any sense, it doesn't need double priority, and lacks an Ice move for Gliscor/Zap or even a Rock move for Gyara..

I've ask this question many times before and I just keep forgetting xD. Is scope lens under the hax item list if the hax item clause is in effect? Also is the hax item clause standard?

Hax clause isn't standard. Scope Lens is commonly considered a hax item under the clause, but the clause isn't followed by many here. It's more of a Serebii thing.

Just a note that Cloyster is able to be taught Explosion via the third gen move tutors in FRLGEXD, and Tentacool/Tentacruel and Anorith/Armaldo can also breed Rapid Spin. Coronis's method is the easiest for 4th gen though, especially because Tenta/Armaldo have to have RS bred onto them from Kabuto etc.. To get RS on Kabuto, you'll have to breed it on from the Squirtle line. Squirtle gets it by level-up at lv. 19.
 
There's no point in running Vacuum Wave on Choice Scarf Lucario, the only Pokemon that outspeed you are things like Choice Scarf Gengar and Jolly DD Salamence. The only thing that outspeeds you and is weak to Fighting (which is the only way you can do any kind of damage) is Agility Lucario, which isn't common anyway. You should go with Stone Edge or Thunder Punch instead.

Would it be worth it swapping Night Slash for Punishment on Weavile sets and possibly including Swagger on it? or is just Punishment fine... I'm thinking Weavile could be more anti-BP in general with Punishment..

I wouldn't use Swagger on Weavile, it's much too fragile. Stick with Night Slash, that ought to do fine.
 
Can anyone suggest a Mixed Scarf Lucario set/EV spread?

I'm having trouble with breeding. right now I have 2 snorunts in the daycare and both have 30 ivs in speed(likes to run). I've gone through quite a few eggs, and the majority of them have had likes to run in the description and zero have had 31 ivs in speed(alert to sounds). Is there something I am doing wrong that is preventing me from getting more than 30 ivs in speed? from what I understood the inherited iv is the lowest iv possible, and children will have that iv or a higher iv.
 
IVs have a chance to be passed on from the parents, not guarenteed.
also theyre characteristics do not give exact ivs, only a range of ivs it could have.
the best thing to do is get parents with very good ivs, hatch eggs for iv battles and put them in an iv calculator.
or there is the option to learn to RNG abuse, information on that can be found in the wifi forum.

Here's something I've never thought of before:

Is it possible, by means of proxies or tunnelling or something, to appear in a different country on Nintendo WiFi - and thus get events that are in other countries? (Or are country restrictions on events based on game version not IP address?)
 
Is Metagross a good choice for an Uber team, and, specificly, a good check for Deoxys-A, with an Ice Beam resistance, a X1/4 Psycho Boost resistance, and neutrality to Superpower?

that characteristic doesnt mean it has a 30 iv, only that it could possibly have a 30, among others.
 
The way I have it set up is a timid snorunt at lv7 with 15 speed has 28-31 ivs in speed, so I know it is 30 ivs in speed.
 
For that Snorunt you would indeed know that it has 30 speed because nothing else works. However, the ones you bred could have 0, 10, 20, or 30 because if the specific IV from the parent isn't passed down each value has an equal chance of being assigned to the baby. So you have a (1-chance 30 gets passed down)/32 chance to get a baby with 31 speed. You can read more about it here.
