I used special HO in the last test with Uxie, Alakazam, Toxicroak, Mismagius, Porygon-Z and Raikou. It met with modest success. Chansey was definitely not the biggest problem, seeing as how I could just plow right through her.

What a coincidence! Really, most matches have defined switches for the first 4 turns. My opponents go like (ALL THE TIME) Froslass > Milotic > Moltres > Venusaur rinse and repeat.

I used a similar team once and it was pretty successful. I had Cresselia over Toxicroak however as my *last resort*
I have 1818/44 at the moment and it seems like I passed the upper requirement until I looked at the deadline, which is April 11. I prefer for these rounds to be shorter tbh. Anyways, as for possible suspects this round, it seems like Heysup is not alone because I'm leaning towards BL on Raikou. I still stand by my previous suspects in the previous metagame, which was Froslass and Damp Rock.
I've never known if that's possible, but I think that if at any given time of the round the person has reached the requirements to vote, that person should be guaranteed the rights to do so. Voting Process apart, I have the same opinion about Froslass and Damp Rock, but I'm seriously considering voting both Raikou and Moltres BL (too bad we didn't get to test Moltres without Whorelass...)

Moltres wouldn't even be a worry if it wasn't for froslass' ability to easily set up spikes. Even with the whole sleep lead thing, she still has a good chance of getting them up. I mean, what's stopping her from switching? With the spikes and obligatory rocks down, moltres can just spam stupid shit and be like "Yeah! You're outta heah!" It just turns her "counters" into minor roadblocks. Yes, someone can bring up shit like chansey and milotic, but they're are not going to be in good health the entire game. In fact, most players have shit to remove tres' counters or at least weaken them suffieciently.

I saw an interest technique to make sure Froslass gets up max 2 layers of spikes and dies and you usually get rid of the spikes. It was a scarf uxie I think and then he went a pursuiter. If froslass taunts then it gets up 1 layer. The thing I like about this is if you run Forsight hitmontop (which he did) then that's basically all the spikes gone since I've never seen people run lass and 2 other ghosts
HP grass Absol sounds so strong. Managing a 5 K.O sometimes on Cloyster
I think he meant HP grass on Uxie and Ambipom, although no one uses that.
I tend to run SpDef ev's on Cloyster so that it can set up on more stuff. Mainly Milotic without HP grass and other Bulky pokes who don't carry a Super effective attack
It really is quite ridiculous. But hey I shouldn't complain cause it's free wins. Torterra Rock Slides on Milotic as it switches into Moltres. Gets em every time.

Having used Cloyster, I'm gonna say that I'd rather invest in either its Defense or its attacking stats than its Special Defense. It's not going to take even a modest Special attack any time soon, so why not let it do its main job better rather than making it modestly better at something it already sucks dick at?
Can someone explain why Raikou should be BL when it has so many nice counters and checks? Chansey and Registeel wall it so easily and can do so multiple times. Steelix, Clefable, Regirock and Venasaur also do really good with certain EV investments. In addition, multiple Pokemon can check it depending on Raikou's HP type: Gastrodon, Quagsire, Torterra, Rhyperior and Nidoqueen all hit hard with SE Earthquakes as long as Raikou doesn't carry the hidden Power that they're weak to (and its not THAT hard to find out). And finally, SD Sceptile and Alakazam both outspeed and hit Raikou with Earthquake/Encore. And Dugtrio comes in on a CM/Thunderbolt and instantly wins.
No, I didn't do calcs for any of those, but don't nag at me. They all have the ability to stop/slow down Raikou's sweep, which is all you really need to do in a fast metagame like this one. There's 2 full counters, and so many checks, that a Raikou sweep just seems impossible right now. So regardless if someone tries to counter this post, the sheer volume of pokemon makes it not matter, and Raikou has been voted UU twice already, so it doesn't really matter.

Pfft classify me as others >.<. Your hax streak was pretty bad though. Anyway, I'm glad you've had good success with Scarf Skunktank, our brain child has done pretty well :). There's a few things about the rest of our team that I'm iffy on but I invite everyone to give ScarfTank a whirl sometime :)
