3. Actually, I discovered it DOES matter where the radio starts. When I saved with the radio already on a station, I could never hit my frame. (I assume the frame got messed up when I switched from one station to another.) When I started with the radio already detuned, everything went well.

Well thats interesting, when I RNG'd raikou last week I always started the radio with a station tuned and it was fine. Strange.
 
Oh, and:
I would recommend against RNGing starters, I don't believe anyone has successfully done it without the use of a Emulator.
I easily RNGed my starter to be shiny. It's difficult if you want IVs as well, but there are going to be plenty of frame 1/5/9 shiny frames with a usable delay. So:
I have the ID/PID combo I wanted and have saved in front of Elm's lab. Now the seed i want to hit is 3c02026b which gives me a shiny Cyndaquil. The time I need to meet is 2010/04/01 02:56:00 with a delay of 609. How would I go about doing this?
Is your shiny spread on frame 4? If so, it's going to be pretty easy; otherwise, you're out of luck...
 
Hatching for shiny Eggs\Eggs of a certain nature

Unlike DPPt, HGSS does not have the benefit of coin flips and happiness taps, which were used to skip through eggs until one of the desired nature and\or shininess is found. In HGSS, eggs must be hatched one at a time until the desired egg is reached. RNG Reporter (link in signature) has an option to search for very low egg PID frames, making it possible to find a shiny egg on the very first.

I change the radio station to That Town, These People(78x3=234) and Pokemon Search Party twice
I end up on a frame of 283
How has this happened?
Even if I miscounted its not possible
283-3=280
280/3=93+1/3

The radio advancement is not always consistent, but it will always advance in the same manner on the same seed. Try experimenting with different amount of tunings. I'd say reduce by about 10 - 15. Also if you let it linger on a station it can play commercials which will screw up your frames.

Reporting in that I've finally managed to RNG myself a good Totodile, IVs 25 / 31 / 24 / 19 / 22 / 31. I stuck to frame 9 in my spread search so I wouldn't have to deal with the NPCs. Took a while to hit the delay for it, but I am happy that I managed it. :D

So, RNGing IS possible for starters. You might want to forget getting a perfect or near-perfect one if you want to keep it manageable, though. God knows I'd be going crazy trying to keep up with those NPC movements...
 
Its not impossible, just catch a poke (high level, use rare candiies, or Check IV code) and input it in the seed finder.

Your initial seed doesn't change by advancing frames.
 
I've got a question about breeding. If I was supposed to advance the frame 10 times and I only did it 9 times, does that mean I won't hit my target spread? Because I used the coin flip trick to verify and the results matched my target spread.
 
So I pretty much mastered RNG in DPPt, and I really want to learn to do it in HGSS, but frame advancement in HGSS really befuddles me. Can anyone tell me the basics of RNGing in HGSS please? And are there any changes to the RNG Reporter I should be aware of?
 
alright so I can't use that then too inconsistent. I guess the only thing I can do is turn outside Lugia's cave until I hit the right frame. Umm when you turn back and go into the cave does that count as a step?
 
I have a question about Newts_Ute's method for RNG abusing the roamers. Since the beasts are generated when you beat Lance, is it possible to just save in Lance's room, talk to your Pokemon to confirm the seed, and do frame advancement and such there?

yeah newts method is kind of old but works, you could do it that way but then you'd have to be sure of how much talking to your pokemon advanced the frame by, and the number of advancements varies based on the pokemon's expression and also the correct the sequence of expressions that indicate that you have hit your seed/delay is another factor you have to consider.
 
Wait, wait, so it IS possible to check the seed? You have to talk to your poke? How does it work? Cause i'm in a burned tower, and one reset takes me ~15 minutes (no coin flips, arrgh)

It's possible to check your seed by:

A. Catching a pokemon, plugging in the info in RNG Reporter, with HG/SS delay on.

or

B. Knowing which responses your seed has. (Useless only good for E4 or places without the 1st one)
