[1] Look at the nature and then see if it corresponds with Frame 4. If it does than try and calculate the IVs to see if it matches that spread.
[2] Raikou and Entei are both calculated when they are released, not when they are captured. Therefore, the only way to get a frame 1 Entei is to capture Raikou and faint Entei, then beat the Elite 4 and Entei will be frame 1 when it is rereleased.
[3] No. It will be 1 and 6. That step won't affect the frame at all.

Im getting a frame of 93 withn non sync. ?Okay, I'm totally lost. I'm trying to catch a perfect IV'd Giratina with a Modest nature in Distortion World. My seed (which I have hit) is 52140289. However, according to RNGReporter, its "offset" (frame?) is 130 rather than 97. Should I be going for the "frame", or "actual frame"?
Here's my math:
Load Distortion World x2: 22
Giratina: 1
Journal Flips: 74
Should add up to 97.
EDIT: The Journal Flips is how many frames it adds up to, not the number of times I turned pages (37).

1 When attempting to capture Giratina in the Distortion World, there are some important differences in RNG advancement that should be taken into consideration. Each time the Distortion World map is loaded, the RNG will advance by 11 frames. This is the reason that Giratina appears on frame 12 when you immediately capture it at game start. This would not pose a problem, but most people will end up loading the map twice — once at game start, before verifying their initial seed with coin flips, and again after cancelling the journal to capture Giratina. In this scenario, the RNG would have been advanced 22 times, excluding advances made by journal flips. The simplest way to deal with this anomaly is to consider the starting frame of Giratina to be 23 in cases where you will enter the game world, bring up the journal manually, and then cancel the journal before capture.

To elaborate, I was RNGing Raikou post-E4 and the phone rang. My frame at that time was 108 - after the E4, Raikou matched frame 228. I took ~82 steps so even if there were "leftover" steps from a previous save or w/e, I would've only added 6 frames due to walking. The spinning NPC could've only added a few frames and battling reportedly doesn't advance frames (?).
I ended up overshooting my target frame by some 91 frames. I probably should've just ran to the E4 instead of advancing the frame from 77 to 108 with a second Sweet Scent. -_-; But I wonder how much that phone call advanced the RNG (phone call goes by internal clock time, right? I spent a lot of time in the Pokemon summary screen checking the seed and recording the stats of my initial seed Pokemon for reference) and whether or not I should ditch this particular spread due to its low frame number.
Shiny Legends/Wild Pokemon correspond with the players ID/SID combo and have set Nature and IVs, where as Shiny eggs only correspond with Nature and Ability and IVs can be determined later. Therefore, abusing for shiny Legends is the same as abusing for non shiny legends, but if you hit a certain spread (which are different for each person) then it will be shiny. For example, I have a Shiny Spread in my HG that is 31/2/31/30/31/31 Timid and Modest natures. In other games, people will abuse for that spread and it will come up with a non shiny pokemon, however in mine it comes up shiny.
