Clarify your first comment, please.
When I say target seconds, I mean the seconds that you got from the Seed to Time function. That's what you're aiming for.
First comment basically said that my margin of error is really small, at +/- 0.09 second.
As for target seconds, since I'm still at the calibrating process for my delay, does it necessary?

Add up the seconds in the green and yellow boxes. That should tell you the seconds you're entering the game time. If it matches more or less one of the seeds that Pandora's Box gave you, you can assume you hit THAT seed.

The seconds column is supposed to say 55 and I got 53 (How are these values related to my SR-to-Oak's-message time?). So if I were to "add two seconds to [my] timer," does that mean my new calibration time should be 1 min and 22 secs? Wouldn't that increase my delay?
What I did was I waited 2 minutes going through all the menus, checked what delay I got and tried to get a shiny spread on that delay - it doesnt need any PikaTimer,Emloop etc.

I think you should deduct 2 seconds, so when the timer goes BING! ;), you press A, then +2 seconds later you're in the game.
I actually abused my ID/SID on HG yesterday, it took me 81 seconds and a delay of 4529, using pika timer, I generated my timer, then just took 2 seconds off my second timer.
That what, it'll take into account the two seconds from when I press A from Oak to get into the game and hit my delay.

yes. lemme check the radio and phone.........I haven't tried to get Lugia myself yet, so there are a few things I'm unsure of -
1. Can you catch wild Pokémon in the area Lugia is?
2. Can you use the radio in the area Lugia is?
3. Can you use the 'phone in the area Lugia is?
I take it from your post that you only care about shininess, and aren't looking for a specific IV/Nature combination as well.
First, you need to know your game's ID and SID. The ID is on your trainer card; to work out the SID, you'll need to catch a random wild shiny Pokémon (or soft reset for one). You can also use an AR, I believe, or trade one of your Pokémon to someone with an AR to find it out... Unless you already know your SID, you'll have to find this first. Do you know it?
