RMT - Lv 20 local tournament.

Hi guys, in my city, Nintendo will hold a tournament in a few weeks which are only allowed lv 20 pokemon, excluding legendaries due to the release of HG/SS.

- Double battle, six Pokémon.
- Lv 20 Pokémon
- Direct elimination
- Any item, without restrictions.
- Two or more pokemon can't have the same item.
- The only legend allowed is PKLATAM Jirachi (because that's the one who were given in Latinamerica).
- No hacked pokemon (duh, pretty obvious).
- No fixed damage attacks like Dragon Rage or Sonic Boom.
- Only HG or SS carts allowed.

As you can see, I can use luck/hax items too! And this is the team I'm planning to use:

Clefable @Toxic Orb
Ability: Magic Guard
EVs: 252 HP / 252 Atk / 4 Spe
Nature: Adamant
- Follow Me
- Facade
- Protect
- Flamethrower

Smeargle @Focus Sash
Ability: Own Tempo
EVs: 4 HP / 252 Def / 252 Spe
Nature: Jolly
- Stealth Rock
- Dark Void
- Taunt/Protect
- U-Turn

While Clefable takes both hits, Smeargle can start Dark Void and if the opponent changes pokemon, I set rocks. U-Turn is also for scouting If I succeed in the set up, allowing Smeargle to come back later for another Dark Void. If Cleafable survives, I can Facade to make great damage or Flamethrower for ghosts.

Milotic @Sitrus Berry
Ability: Marvel Scale
EVs: 4 HP / 252 SpA / 252 Spe
Nature: Bold
- Surf
- Ice Beam
- Hidden Power Grass
- Protect

A special attacker Milotic. I like its bulkiness (more for lv 20 pokemon, where there are no threats like Electivire, Celebi or fully evolved pokemon around). Protect if theres any exploder out there like Smeargle, Wailmer or Snorlax.

Mismagius @Leftovers
Ability: Levitate
EVs: 252 HP / 196 SpD / 60 Spe
Nature: Calm
- Shadow Ball
- Will-O-Wisp
- Pain Split
- Hidden Power Fighting

A bulky Mismagius, mostly to give support and to recover HP through Pain Split. HP Fighting to damage normal pokemon. Thanks to lv 20, there are not much fully evolved opponents, so I think that Mismagius can hold on to various attacks and if Clefable is still alive, I can switch for a fighting type attack.

Scizor @Life Orb
Ability: Technician
EVs: 200 HP / 56 Atk / 252 SpD
Nature: Adamant
- U-Turn/X-Scissor/Bug Bite
- Bullet Punch
- Pursuit
- Brick Break

A kinda bulky scizor. U-Turn for scouting and I picked Scizor for its priority with a STAB Bullet Punch boosted thanks to Technician. Also, to endure a Volt Tackle damage. Brick Break for Pokemon like Blissey, Clefable or Snorlax.

Arcanine @Charcoal
Ability: Intimidate
EVs: 4 Def / 252 SpA / 252 Spe
Nature: Timid
- Heat Wave
- Dragon Pulse
- Hidden Power Grass
- Will-O-Wisp

Thanks to Intimidate, I can low both opponent's attack and hit also both with a STAB Heat Wave a bit boosted by Charcoal. HP Grass for is ground and water counters. In case of a bulky opponent, I can use Will-O-Wisp or if is a fire one I can use Dragon Pulse for neutral damage. I picked Timid nature to have a bit more Speed because at lv 20, Arcanine can't learn Extremespeed.

Ok, according to that tournament's rules, some threats that I found when testing the team with a friend are:

Snorlax: Bulky, powerful. I don't have much Fighting attacks, so Mismagius and Scizor are capable to beat it (unless Snorlax explodes).

Pikachu/Raichu: STAB Volt Tackle! That thing is insanely powerful and with Double Team allowed, I should have to be quick to defeat it. Maybe I'll put Roar on Arcanine for that situation.

Jirachi: Excellent base stats and movepool, allowing it to do any type of build (depending only for the nature), and with Draco Meteor it can OHKO my Arcanine :S

Any changes to suit better my team will be highly appreciated. Thanks in advice for your help and this is my first RMT thread on smogon, so I give my apologies if I have mistakes in this topic.
 
It looks like what you've done is just take a Singles team, made a few tweaks and just let it fight in a Doubles format. For example, because damage racks up from attacks a lot faster (especially at L20, where attacks do more damage percent-wise), Stealth Rock should be dropped altogether. In short, your team needs more speed, firepower, and perhaps multi-hit moves. Focus on heavy hitters, and get more priority moves! I mean, you just overlooked Extremespeed on Arcanine as an obvious solution to your Pikachu problem. Also, look into using Fake Out\Follow Me more, to draw attacks away at key moments. Also, you seem to have forgotten that many Pokemon are catchable well below the level they normally evolve at, so Electivire is allowed. Pikachu's still cooler, though.

I take it you weren't lucky enough to get one of those Jirachis? These are a few of the Pokemon you should look into:

Weavile
Gengar (captured as L20 Haunter in DPPt, Old Chateau)
Dusknoir (captured as L16 Dusclops in DPPt, Turnback Cave)
Dugtrio (captures at L20 in HGSS)
Starmie (I loved this thing in Stadium Pika Cup)
Kingdra (captured as L15 Seadra in HGSS, Whirl Islands)
Ludicolo
Yanmega
Toxicroak (captured at L20 in Great Marsh)
Togekiss
Lanturn (captured at L20 in DP, would be a cool Pikachu partner if only they both got Discharge before L20. Also is a great Pikachu counter.)

Lucario (Bullet Punch\Vacuum Wave are great priority moves that your team needs, and it also gets Follow Me. It's immune to Jirachi's flinch and resists Draco Meteor. Try a defensive Quiet set, something like 252 HP \ 252 SpAttk)
Vaporeon
Jolteon
Machamp (caught as L16 Machoke, would work on a Trick Room team with Dusknoir)
Azumarrill (Aqua Jet on a Rain team? Yes please. Gets Superpower for Snorlax, too.)
Electivire (yeah, you can get them after all - catch a L15 Electabuzz in HGSS. Probably another solution to your Pikachu problem, and gets Low Kick for Snorlax.)
Hitmontop (Fake Out + Mach Punch\Bullet Punch + Technician will do a lot of damage in this format)
Rotom (resists all of said Hitmontop's moves)

And I'd love to see a Fake Out Pikachu in this format. :P

Kingdra and Ludicolo\Toxicroak would work great for a Rain-based team, although because Toxicroak has to be captured it can't be bred with Fake Out.

If this were my team, Clefable and Scizor would be the ones I would most likely keep, even on a Rain team. Scizor should get Superpower over Brick Break. And if you are keeping Arcanine (which is one of the few Fire types you can use), use a mixed set with Extremespeed. Scratch that, it only gets it at L39.

My preferences: Hitmontop and Weavile\Pikachu leads (all with Fake Out), Rotom-H, Togekiss\Clefable, Starmie, Lucario

OR

Kingdra and Ludicolo leads, Lanturn, Azumarrill, Scizor\Lucario, Clefable

I've always liked formats with L20 level limitations, there are a lot of Pokemon that you get to catch below their normal evolution level and this lets you put them to good use. I'm actually sort of jealous you're playing with this format, I wish the VGCs were like this. If you want help capturing a flawless sub-L20 Pokemon, feel free to ask for my RNG-manipulation skills.
