It's got one of the best abilities in the game too - life orb + magic guard is such a good combo, and high stats means it could be a pretty threatening special attacker.
Here. The screenshot beside it on the scan had Rankurusu at level 50 in battle, facing a Gochiruzeru. So, if Rankurusu really is at level 50, then its stats are, at worst (neutral nature, 31 IVs) 80/45/49/97/69/19 = 359, and at best (neutral nature, 0 IVs), 95/60/64/112/84/34 = 449.

Lol you must be joking. We're talking about a Psychic-type here, not a Steel/Flying with awesome stat distribution (even with ~465 BST!).
Granted, Rankurusu has Magic Guard, but it wasn't enough to bring Clefable to OU (and Clefable learns, like, 9001 moves).
Ckefable is outclassed by other pokemon though.
Also there's no reason to believe that any type other than Poison is going to remain horrible in the next metagame. Its very plausible to consider that something but greatly disrupt Dark and bug types this gen. Every gen redistributes the reign of power among the types, and while yes it is true that every gen Psychic has taken a beating, there's no reason to think that they might be boosted in some way this gen.
Reguardless, there are still plenty of pokemon with good BST that don't evolve. Heracross has 500 BSTs and until recently did just fine in the metagame. A single line pokemon isn't instantly bad. Could be as good as Skarmory, or as bad as Spindra.

I don´t think any of the extremes you calced for applies here(at least it´s unlikely), so anything in between these stat spreads is possible. I didn´t expect Rankurusu to be physically viable anyway and his special stats don´t look so bad. Average 105 SpAtk Base is pretty good, isn´t it? And 95 Base HP isn´t too bad either. Including the possibility of having Calm Mind(don´t think it´ll get NP tough) due to being a psychic type, I have some hope for it.
Otherwise it still could become a nice support pokemon.
Guess I´m a little overconfident here, but Rankurusu is my Gen V favourite besides Koromori^^
Calm Mind on such a slow Pokemon without baton pass and with such terrible defense is just pointless and won't work.
This thing just sucks if we apply it to this gen's metagame.

But it would probably be NU in Gen IV because it doesn't have any Def boosting moves. But what about Curse? But it doesn't matter now anyways.

How do I know what? I'm basing this on fact.
Applying it to Gen IV metagame is totally pointless tough, as Rankurusu is a Gen V pokemon. We have nothing else to base it on, I know that, but still, I think writing off a pokemon just because of stats is not fair, especially when it´s got a very nice ability too.
I think with these decent HP it IS able to do something, either way(who cares if it is not with CM). It might even get Recover(or something similar). It´s all possible, and seeing as it is a cell, Recover seems like a very possible thing to get.
No shit Sherlock. But metagames do have consistency to them. A lot of OU Pokemon carry over, and a lot of moves remain fantastic. Particularly when you consider there's less and less room to change with each generation.
Stats and typing. Psychic is really kinda shit, unless they change the type chart. Mono-psychic is worse. Slow, terrible physical defense and average Sp.Def coupled with that and you have a NU in the making.
It still won't do anything. Any decent Pursuiter would flat out murder it. It just can't really do much. I guess tricking flame orbs and stuff is okay? I guess?
Bottom line, the metagame will undoubtedly change, but I doubt it'll change enough to make something like this disaster viable.
That said, something completely of the world like changing base stats could happen.
