Yes, but then I could argue that the SD Meganium The Cicada has in the OP is never 2HKOed by CB Rhyperior's Earthquake while Venusaur is OHKOed.
 
And then I could argue that Venusaur can incapacitate Pokemon on the switch or a slower Pokemon if it chooses to stay in, thus allowing for an easy setup or a powerful attack on the switch, something Meganium has no capacity to do in either case.
 
I don't dig Swords Dance at all man... I'd like to see logs of its effectiveness and reasoning on why I would use it over the faster, stronger, and Sleep Powderier Venusaur.
It does not matter if Venusaur is more efficient at running this set. So long as Meganium can run this set and produce some results+not be a liability on its team, it should be considered. Yes Venusaur outclasses this set but Meganium can actually switch in on Adamant Donphan and not lose 50% HP from EQ. It's typing brings some pros and cons I admit, also Meganium has decent offensive stats and the SD set can easily replace the 'Flail' set as it is more viable and actually utilizes Meganiums Bulk rather than sacrificing it on Substitutes only to be walled a huge majority of the metagame.

This thread is not for arguments pointing out the obvious, you already stated that Venusaur outclasses Meganium which is true. Also basing a Pokemon's effectiveness based on one Pokemon is not sufficient(eg. Rhyperior)

Which is why Venusaur outclasses Meganium... good grief. Yes, Venusaur outclasses Meganium in multiple ways which is why Meganium is NU. But to say that the SD set is ineffective and a liability is fallacy.
 
yeah sorry for misinterpretation of this, anyway, ignoring venusaur altogether, i don't think sd meganium is worth use at all, just because it is slow and finds hard opportunities to set up.
 
It's not my place to call the shots or anything like that but having Substitute on the SD set seems a bit odd. First of like KD said it doesn't get too many opportunities to get Substiute+ a Swords Dance and also I don't see what difference that set has from 'Flail' except it's worse in some aspects(no speed boost). Put Synthesis as the primary option, you'll greatly benefit the recovery. You will be setting up mainly on Ground- and Water-types. Chansey and Registeel(the only two Pokemon who commonly use thunder wave) will switch out or easily sponge your attacks after a Swords Dance respectively so a waste of 25% isn't amusing.
 
I wouldn't dismiss the SD set so quickly. No, he doesn't have Sleep Powder or Power Whip, but he has better bulk than Venusaur and the same Speed and Attack stat. It's just like pre-HGSS and post-Platinum Dragonite vs Salamence. People still used DD Dragonite when DD Mence was better in most situations, because Dragonite had perks over Mence (Namely bulk and ability to survive some Ice attacks). I would say the same thing for Meganium. A pure, offensive SD set would always be done better by Venusaur, but Meganium is worth using if you want a bulkier one. I don't know why people are saying it has many opportunities to switch in and set up, either. It has plenty of opportunities to set up. Most Pokemon Venusaur switches into, Meganium can too (Milotic, Blastoise, pretty much all bulky Waters), as well as the ability to beat RP Torterra one on one (Venusaur can, at most, put Torterra to sleep, while Meganium handily beats Torterra whatever he plans to do).
