I guess that's one way, but there are over a million people registered to the GL; the chances of encountering the same person in another play session is pretty unlikely.
And its because of that you really can't "get the rage-quitter back".

Free mode seems to have many fewer D/Cers than rating mode, in my case anyways.
I think I ran into that person too. It may have been someone else, but I remember that their Greeting had to do with Crits and Winning.I've run into a funny disconnector. He/she was a Japanese player who had a phrase that was something like this (not exactly): "You'll use CRITICAL HIT as I use EASY WIN, won't you?" Sure enough, I actually get a critical hit on one of his Pokemon, and the opponent promptly disconnected.

And Actually, I never lost when I brought that Bidoof into battle (although I did get a few D/C's.)
I assume you're in free mode, and not rating?Ugh...I just had a battle with a Japanese person, and after 30+ turns of stalling, it came down to my Gliscor and her Tyranitar.
Gliscor used Protect!
The foes Tyranitar used Ice Beam!
But Gliscor protected itself!
Disconnect.
What a b*tch, I was so close to getting 200 wins and 3 stars...and she had 4xx wins...

Confirming. I haven't scored a single win in rated because of a string of DCers. It's also harder to find a match, takes far longer, on that ladder. On unrated, you get lots of people from japan with like 1500 wins, so you know they've likely DC'd 2 times as much but whatever. More people are willing to swallow the loss in unrated.
I haven't even broken 1600 for more than 5 matches, all because every time I win I get D/C'd on. I've decided to screw rating and just stick with free mode for now.I've finally hit 1800 in singles and doubles and have given up at this point. Everyone else near my rating DCs before they lose. I'm forced to beat 1400 people and pray they don't DC just to gain 2 points per win. It's at a point where EVERYONE will DC now. There's nothing competitive about it.
It's not about nationality, every place has sore losers and this has brought out the worst.
I'm amazed Game Freak even released it like this. It needs to punish DCers. If you can't stay online for more than 5 minutes then online gaming just isn't for you.
In free mode there is much less D/Cing as well as much more creativity (I rarely see sand/rain teams in free mode; I've never seen a monotype team in Rating mode).I am starting to think I might just switch to free mode as well.
I battled about 30 times this weekend on rating and everyone dc on me but two and one of those wins I had to beat the guy three times before he gave me the win. I was aspiring to be ranked 1 in the U.S. in triple battles but it feels impossible now that I am getting D/C'd on so badly.

I agree. My Triples team gets D/C'ed on just about every battle; I barely made it to 25 wins.
Just fought a hacker (Their Pokemon had names that were impossible to have in Random Matchup, like their Conkeldurr was named "ROOPUSHIN" when it would normally just be "Conkeldurr"), and I swept their team with Scarfchomp and they D/C'ed. People like that are sad.
If people disconnect at the win screen does your ranking not go anywhere? I've won twice now and that's happened both times and my ranking hasn't gone anywhere but it still says I have the wins.
That's a japanese person using ramaji, not a hacker. Even if they are a hacker, the pokemon have to be legal for online play, and you can't change names from your end.
There's even different names if you bump into french, or german players.
According to gamefreak, it's supposed to drop. By how many DCers are out there though, I'd say they haven't implemented it yet.
