EDIT: Disregard what I said about the usage statistics if you read what I wrote before. I'm out of it today.
Machamp still isn't last, though. Tornadus is.

He means the cutoff points, which are determined by the tier above. If you don't make the cutoff for UU, then you're put into RU. If you don't make the cutoff for RU, you'll be put into NU.

I thought it was that 3.5% of the metagame was the cutoff point between OU and UU. Basing on absolute usage numbers doesn't make a lot of sense since it doesn't account for spikes in the number of battles. OU would be larger whenever people have more time to ladder that way.

I notice that Breloom increased in usage slightly (5.1906 to 5.1963), but dropped 3 places (from 33 to 36). Interesting.

While upper OU has has a good deal of change, so are lower & mid OU

Swampert's down 9 spots from 35 to 44
Hippowdon's down a whole 10 spots from 38 to 48
Virizion's up 5 from 44 to 39
Machamp's down 12 spots from 41 to 53 (Machamp for UU?)
Porygon2 down 10 spots from 47 to 57 (where it belongs)
Whimsicott...died
Metagross taking a 10 spot tumble from 32 to 42
Bronzong up 5 spots...41 to 46...now that Garchomp left...odd

Still can't understand why Machamp's down...guess that's just more hilarious Bulk Up Conkeldurr for me to OHKO with Hydro Pump.

Remember how it was awesome in Gen 4? Same thing. And it beats Conkledurr 1 on 1 due to the fact its faster and confuses Conkledurr with DynamicPunch, and even with a Bulk Up it still hits Roop hard. Also, Stone Edge never missing is awesome.
 
If someone had told me previously that Magnezone would have almost 10,000 more usages than Salamence, I would have laughed at them.

Not to suggest that Magnezone is bad, because it's really good, but I personally thought Salamence was better.
 
As long as Tyranitar continues being an absolutely free invite for Machamp & his Magic Fists to switch in, he's gonna be around. He really has no business not being in OU especially since Conkeldurr is just absolutely trashed by Rain whether it be Specs Hydro Pump from Poli, Rotom, & pals, Tentacruel, Toxicroak, Hurricane, Jellicent, Vaporeon, Dragonite, and damn near everything else in Rain. Bulk Up Conkeldurr is just free switches where Machamp can at least confuse the switch-in and be half-useful outside of just priority & wall "breaking."

Until Conkel gets Ice Punch at least, then he'll be half threatening.

I swear, Excadrill's existence just makes Rain easier to run with Pokemon like Conkel filling an opposing team slot.
 
Politoed worms its way inbetween the top and bottom half of the common sandstorm team. Lot of people realizing the potentials of the UUs / low OU psychics like Latias, Celebi, Espeon... Mamo is up too. Eventually the good will settle from the bad once people realize how awesome stuff like NP Celebi is.

Haha, jokes aside, increased Sandstorm in UU would be fun, not like the OP mess it is in OU. Pokémon like Rhyperior and Cradily will have a chance to shine! :)

Also, I'm seriously impressed with Gastrodon this time around. 69th in OU, 63rd in UU, 51st in Ubers and 29th in RU is pretty damn good.

As soon as sand lost a major abuser Rain went up. In all truth I was a surprised. I half-heartedly expected it but I was surprised.

Good to know uu is shaping up into a metagame all the pro-bans for weather will enjoy. It was interesting to see hail being so low despite all the nominations it had gotten for ban in uu. That's likely to effect it's standing in uu.

Just my first impressions. If I did second impressions too, that's when things like Hydreigon would die, and Thundurus would wish he'd never been made.

Big shake-ups this time around. April to June was pretty stable, but this month was just... ridiculous. I'm excited to see how the next month will go!
