Resistance to stealth rock makes this viable. The idea is to ease prediction because u-turn is usually used to scout what your opponent switches to. Choice scarf gives you an opportunity to stop fast sweepers.

Substitute on a switch works two fold; helping with prediction and giving you an opportunity to activate anger nerve. With leftovers, you will have at least 5 such opportunities to abuse the trait (compounded 6.25% = 35.41% expected probability of CH over 5 turns).

Only viable outside the standard environment where sandstream will not exist. It is probably still not a great idea with all the quick attack clones, choice scarf and even Abomasnow haxing your sweep. Still, anger nerve reversal is just scary.
Pros:
* rock and dark resist is better than nothing.
* vital spirit gives you free switches with accurate prediction.
Cons:
* if only it got mach punch... or even sucker punch/any quick attack clone to go with anger nerve.
* horrible defenses
* choice scarf version wishes Primeape had higher attack
Verdict: Haze- I mean Primeape is a fun pokemon with a number of options open to it. I can't see it being a staple in standard because it is simply too flimsy, but I certainly expect it to excel in the borderline/underused environments.
