OU Rain Team

Okay, so, before anyone burns me for how crappy this team is, I'm just experimenting with some ideas I had. It uses Tailwind, somewhat, but after a few battles, I feel like it's just wasting away at two spots on my lead and one of my sweepers.

Tacheia (Flygon) (M) @ Focus Sash
Trait: Levitate
EVs: 4 HP / 252 Atk / 252 Spd
Jolly Nature (+Spd, -SAtk)
- Tailwind
- U-turn
- Earthquake
- Stone Edge

Okay, so Flygon here has two functions: Tailwind and scout. Set up Tailwind, and usually I'll U-Turn into Politoed to start up the Rain. I can preserve Flygon this way in case I need to set up Tailwind again. Earthquake is for STAB and Stone Edge provides coverage against Ice-types. I wanted Stone Edge to also be able to take out opposing Draognites, but once they get one or two Dragon Dances up, Flygon is outsped. Flygon really isn't lasting that long and Tailwind is proving mostly useless, I want to get rid of it. I'll consider an entirely different lead altogether.

Plimmyra (Politoed) (M) @ Wise Glasses
Trait: Drizzle
EVs: 116 HP / 60 Def / 232 SAtk / 100 Spd
Modest Nature (+SAtk, -Atk)
- Hydro Pump
- Ice Beam
- Hidden Power [Electric]
- Toxic

It wouldn't really be a Rain team without Politoed. This is my usual Politoed set, EV spreads to reserve bulk and hit hard, but I gave it some Speed EVs to monopolize Tailwind's effect. Hidden Power [Electric] keeps 31 IVs in all the essential stats for Politoed and breaks down Water-types that wall Politoed. Toxic breaks down Specially Defensive walls like Blissey. It doesn't usually last long in battle, and it dies pretty quickly in the event of a weather war. If I get rid of Tailwind, I'm getting rid of the Speed EVs, I just don't know where would be a better place to fit them.

Fuujin (Tornadus) (M) @ Life Orb
Trait: Prankster
EVs: 4 HP / 252 SAtk / 252 Spd
Modest Nature (+SAtk, -Atk)
- Hurricane
- Grass Knot
- Tailwind
- Taunt

Yeah, the only reason I'm using Tornadus is because Thundurus is Uber now. Pooey. Anyway, this set was not given much thought at all. I gave it the standard Special Sweeper EV Spread, because, that's pretty much what it is. Grass Knot, I felt, was a good decision. It takes down heavy Rock-types that break Tornadus and Specially Defensive Water-types. I'm talking about you, Jellicent. Tailwind, because I wanted to preserve it throughout the match, even though it is the only other Pokemon who actually has it on my team. Taunt is great, it just tears down Ferrothorn while I bash it with Hurricane until it's dead. Also useful for the likes of Blissey, Jellicent, and Skarmory. Overall, I think the only problem with Tornadus is Tailwind, it doesn't really help to preserve it in battle, since its defensive stats are pretty lame.

Porthemio (Lapras) (M) @ Leftovers
Trait: Hydration
EVs: 252 HP / 196 Atk / 60 Def
Adamant Nature (+Atk, -SAtk)
- Dragon Dance
- Waterfall
- Ice Shard
- Rest

Oh man, this thing is just GREAT. One Waterfall OHKOs Blissey in the Rain. I chose Waterfall over Aqua Tail for the better accuracy and chance of a secondary effect. With a few Dragon Dances, this thing is tearing down most things that don't resist it. Hydration+Rest makes this thing nearly unstoppable. I'm not looking for much change here, but I'm all ears to suggestions for better EV spreads, or maybe even an item change.

Vatrachos (Toxicroak) (M) @ Black Sludge
Trait: Dry Skin
EVs: 160 HP / 252 Attack / 96 Spd
Adamant Nature (+Atk, -SAtk)
- Drain Punch
- Swords Dance
- Stone Edge
- Sucker Punch

Pseudo-staller physical sweeper Toxicroak. Once I get a few Swords Dances up, it keeps itself alive pretty well with Drain Punch and the double heal every turn from Dry Skin and Black Sludge. Stone Edge takes care of Dragons and Flying-types and Sucker Punch really annoys switch-in Psychic- and Ghost-types. But I have two problems with Toxicroak: Even with the every-turn-healing, it's hard to set up one or two Swords Dances. Second, Gliscor, or pretty much anything fast with Earthquake, ruins this thing. I have to figure out some way to fix this problem. Toxicroak may be fragile, but it is a physical behemoth when it does its job.

Gyro (Rotom-W) @ Leftovers
Trait: Levitate
EVs: 4 HP / 252 SAtk / 252 Spd
Modest Nature (+SAtk, -Atk)
- Hydro Pump
- Thunder
- Shadow Ball
- Hidden Power [Ice]

And lastly, the filler, Rotom. It doesn't do much, except for get switched on and die. And Blissey walls it. Anyway, I gave it a sweeper EV spread because I thought it would help, but it didn't. Hydro Pump and Thunder are my two powerful STAB moves, Shadow Ball is a great Special move in general, not to mention it has the ability to lower the opponent's Special Defense, and Hidden Power [Ice] is to take care of nasty Dragons that wall Rotom. In conclusion, I want to get rid of it for a better Electric-type, like Raikou or Jolteon. It's just not supporting me as well as I thought it would.

Well, that's my team, hope I can get some help with this. Thanks in advance!

You should definitely consider replacing lapras and flygon for more support on your team. Such as ferrothorn, tentacruel, or jirachi.
They are all standard for Ou rain teams and provide coverage from dragons, water types, grass types, and fighting types between the three of them.
I suggest since this is a test team test more reasonable pokemon such as these.
Tailwind Tornadus is good though so if you'd like to add more sweepers that could utilize tailwind hen test it out.
Lapras is just lacking in move set to really be effective unless you take out any of his threats that are on the opponents team.

I actually really don't want to get rid of Lapras. It absorbs hits, it kills Dragons, it's amazing. I've pulled off many sweeps with Lapras. I'll test a Tentacruel lead. I do have another problem now, and that is, in an event of a weather war, I cannot take down those Ninetales. I think Tentacruel can help me with that.
