<p>While Smeargle is usually seen setting hazards or passing boosts to something more dangerous, this set provides a more offensive presence while still supporting your team with Trick Room, a move that makes slower Pokemon go first. Thanks to the Focus Sash Smeargle has around its waist, the only things that can stop it from setting up Trick Room are Taunt and sleep-inducing moves. This is where the fun begins. Being Level 1, Smeargle is now blazingly fast and ready to fight. Spore is a free kill pretty much every match and exerts huge amounts of offensive pressure on your opponent. Endeavor brings the opposing Pokemon down to Smeargle's HP, easily putting them in KO range of Dragon Rage. Dragon Rage is used over ExtremeSpeed in this case to allow Smeargle to KO Pokemon holding Leftovers; Dragon Rage deals a consistent 40 HP damage, easily enough to KO a Pokemon after Endeavor. When played correctly, Smeargle will at the very least have put a Pokemon to sleep and lowered another one into KO range for your Trick Room sweepers to pick off.</p>

<p>This set can easily take down half a team if used carefully, but there is one thing that stops it cold: Ghost-types with Substitute, such as Rotom, who are immune to Endeavor and can avoid Spore with Substitute. Spiritomb does an excellent job of countering Ghost-types thanks to Pursuit and can take advantage of Trick Room with its abysmal base 35 Speed. This Smeargle works best on a dedicated Trick Room team, where it can come in later after a KO and fire off Spores and Endeavors once again. Slowking and Cofagrigus make excellent partners to Smeargle, being able to take advantage of Smeargle's Trick Room or set it up themselves, and then set up Nasty Plot and sweep. Pokemon such as Druddigon, Aggron, and Rampardos also benefit immensely from the Trick Room provided by Smeargle, as they are able to outrun and KO most threats under it. Magic Coat is an option over Dragon Rage to prevent Taunt and sleep-inducing moves from stopping Smeargle from setting up Trick Room, but in return, Smeargle loses the ability to KO anything. Destiny Bond is also an option, allowing Smeargle to score a kill even when facing a Ghost-type, but Dragon Rage is usually better for picking off Pokemon after Leftovers recovery and it basically gets at least one free kill against any team lacking a Ghost-type.</p>

the fact that it does something other than the FEAR strategy, and has pushed me into the top ten multiple times, if its gimmicky? why does it work?

I have used this set effectively as well, getting to top 10. Unless you have sleep moves(magic coat) and specific counters, Smeargle is getting up TR. It is also easy to guess if they prepared a multi hit move for smeargle so you can save it for later. It puts immediate pressure on the opponent especially if they don't have a ghost pokemon. Even if they do, you can get TR up and use spore, that in itself is a victory. Smeargle doesn't have to take down a pokemon to be effective but the fact that it is able to puts it on par with more stable TR users such as cress/slowking. I have seen many battle where smeargle can put the opponent on the back foot. TR teams need constant momentum to be able to keep setting up TR and Smeargle helps provide that momentum.

Edit: 2 common ways to stop it from setting up

1. Taunt
2. Sleep moves

both can be countered by Magic Coat over Dragon rage for those that think its taunt bait and easy to shut down

Yeah this is ridiculously effective against most opponents from what I've seen. Whilst it's a gimmick, unless you know exactly what you're facing and exactly how to beat it, you don't stand a chance. If you don't know what you're doing, you WILL lose 1-3 pokemon to this set.
 
You should mention how U-Turners and Volt-Switchers in combination with priority users stop this set from doing much, especially Swellow, which is immune to Spore if for some reason Smeargle is still alive in the midgame. For example on turn one you use Volt-Switch with your Rotom-C and then bring in your Swellow as Smeargle sets up TR, and next turn kill it with Quick Attack.
Also you should mention that any faster sub user stops this set cold, since iirc Endeavor doesn't work on subs.

True but then you won't setup TR which is the main purpose of using Smeargle in a TR team. After you use Endeavor on the switch-in, Swellow will just U-Turn out, killing you and staying alive because poison damage will not manage to hurt him. So you will start a match 5-6, and although Swellow will be severely weakened it can always be used as death fodder or to launch a last powerful attack on a free switch AND you will have lost 1 of your 3-4 TR set-upers, which are essential to any TR team's success, without having set up TR.
I think that Swellow deserves a mention over other pokes mainly due to priority and immunity to Spore if Toxic Orb is activated.
 
Wouldn't Extremespeed be way better in the last slot than Dragon Rage? Without it people could switch in a priority user, and kill Smeargle before Smeargle kills them. When Smeargle has its own priority though, Smeargle can take them out first.
 
The problem is that unless the opponent is at 1 or 2 HP, Smeargle will not kill him because he is 1 lvl and has shitty attack. Dragon Rage is a must since even after Lefties it kills almost everything!
