No, this isn't a very good moveset for Politoed, but it's pretty easy to fix. Politoed has a better Special Attack than Attack, but his Attack's fairly close to his Special Attack, so he can use moves of both categories. A Politoed moveset would probably look like this:

Surf
Psychic
Earthquake
Ice Beam

It covers a lot of types and gets the job done. Politoed isn't great, but he'll be decent with this moveset. The EV spread, obviously, should be 252 Attack, 252 Sp. Attack, and 6 in whatever stat feels best to you. I'd suggest Mild as your nature, but Quiet would be good, too.
 
It would be helpful if you gave your reasoning for the moves you used. For example, I can't fathom what doubleslap is supposed to accomplish. I can't see it doing enough damage to break a substitute on anything half decent. I like hypnosis though, and surf is a given.

Lol for the random spread. Anyways, I think this is the best you can get with Polinferior. Hypnosis something, and just in general attack. Small movepool makes it hard to make a decent set, but HP Electric covers Waters that you switch into, except for ugly Quagsire and the horrible Gastrodon
 
I'd use something along the lines of Surf/Ice Beam/Psychic/Hypnosis

The last move is really just a filler though. There are a few other options that you could go for.
 
Politoed wants to hit other Water types though, so don't use Psychic, otherwise Gastrodon walls you considerably
