its either going to be

thunderbolt
Surf
psychic

Yeah........

Blissey seems like a good counter, it takes the attacks very well and can attack back with CMed Thunderbolts. Ludicolo resists Surf and can Energy Ball for around a 1-2HKO on non max HP Starmie.

Any Advance counter for Starmie works in DP. Blissey (can't do anything to it) and Snorlax (can slam it with Double-Edge) come to mind.

Dusknoir, Regice, Lanturn (in DP it's less of a counter b/c of Energy Ball), Weavile
