In many threads, people rattle off statements such as "if you must stick with hasty increase def to XXX or else a brave YYY will two-turn it", or "rather than jolly increase speed to XXX and you'll still outspeed an adamant YYY" almost like they read them off the back of their hand.

Has anyone put together a quick reference document for borderline cases such as this, or is it all a matter of time and experience?

iirc, there was a guide to the "magic numbers" back in the ADV generation, but with the addition of the choice items this generation, it's more reliant on pure experience and a cool tool called the damage calculator

Is it absolutely necessary to put 252 EVs into speed for Weavile? Every recommended moveset I've seen for Weavile has it at 252 for speed, but 212 puts Weavile at 373 speed, enough to beat Alakazam and Dugtrio and some other things. Choice Scarf users are probably going to beat Weavile anyway, and the best it can do with all that extra speed is tie with another Weavile, unless it doesn't have 31 IVs in speed or something.

Is tying with another Weavile important enough to make putting all 252 EVs into speed worthwhile?

This guide is only for Advance generation, but it has a list of "tiers" of speed:

At least you can get the basic idea of how outspeeding things works. Remember, though, that you'll have new numbers in Garchomp (104 base speed), and choice scarf throws everything into disarray.

Find it about 10% through the doc under "Speed EVs" (search for 'S6.4').

Can't help you with "so-and-so 2HKOs you" - that's way above my head.

Does Leaf Guard prevent status conditions, or does it heal status conditions? Does it allow Rest?

Leaf Guard prevents status conditions. It does not automatically cure Rest or any other status the Pokemon already has; rather it seems to act like Safeguard when Sunny Day is in effect, blocking attempts instead.

The Weavile analysis thread says only 373 speed (216 EVs, to outrun Dugtrio) is necessary:

is GTS down?
i cant connect
so is there any reliable consistant way of pokemon cloning?
also, what are the stats of a cresslia with Perfect stats (calm) at the level you catch it at?

When breeding, what's the max number of ivs a parent can pass down?

2 from parent A, 1 from Parent B
and vice versa

A single parent can pass 2 IV's. All together, 3 are passed. 1 from each, and then a random IV from either parent.

According to the breeding guide on this forum, both of those statements are incorrect:
http://www.smogon.com/forums/showthread.php?t=20653&highlight=breeding+guide
(Under "Section Three")

The guide claims that random IVs (within certain limitations) are chosen three times - irregardless of parent.

The answer to the OP is still "three", unless the baby also gets random numbers that just happen to match a parent's IVs. (LOL @ 0.01% chance of 6 IVs matching parents.)

Which places change their music according to the time? And how often?

Also, is there a place with the soundtrack of the game? (Not sure if I can ask this one)

At (HYPOTHETICAL) nintendo events:

Would there be problems if it was found that two individuals were using the same pokemon (ie clones)/does nintendo check for this?

ok my turn
i just got an emerald so i can get an ice punch azumarill

so now i gotta know if its possible to get any other moves on it or from that same azumarill

such as superpower n aquajet

EDIT: i got this idea from some analysis and discussions. they werent too clear what move combos were possible and impossible, just want this cleared up

You know how Electabuzz is faster than its evolved form, Electrivire? What about if you raise Electabuzz to level 99, then evolve it at level 100? Wouldn't its speed be faster?

Sorry, but Ice Punch and Aqua Jet/Superpower are incompatible on Azumarill. You can't get Ice punch on the same azumarill that has Aqua Jet/Superpower, or vice versa. This is because in order to get Aqua Jet or Superpower, you would have to breed in D/P, and you can only get Ice Punch on an Azumarill on Emerald.
