Hydro pump is 80% accurate. Sand Veil lowers accuracy by 20% so
80*0.8 = 64% accurate.

According to Serebii:

Lax Incense -- Enemy's chance of landing a Critical Hit is lowered by 5%

so lax incence doesn't affect accuracy.

Nope, it won't. It will completely negate the effects of burn AND give you a 1.5 boost.

Edit: You still gain damage at the end of the turn, ofcourse.

But on the FR/LG item page: http://www.serebii.net/red_green/items.shtml it says it lowers accuracy by 5%.

My best guess is Nintendo changed the effect for DP. (either that or a serebii mistake!)

edit: it wouldn't be the first time in game text was wrong.

I don't know if all these are OU, but common users of BoltBeam and its variants include Regice, Starmie, Dragonite, Electivire (and most every other Electric Pokemon), sometimes Gengar, etc.

Because Sandstorm now boosts the Special Defense of all Rock types by x1.5. Since Rhyperior is part Rock, its only fair that it would get this boost.
